Report re Interim Study District Zoning - <br />Downtown Area <br /> <br />Report of City Manager and Planning <br />Director 3/12/82 <br />Report of City Attorney 3/11/82 <br /> <br />In response to question, City Attorney Schricker read the requirements for <br />an Interim Study (IS) District relating to structures, alterations of <br />structures and permitted uses. <br /> <br />In response to question, Planning Director Schroeter advised that the <br />Downtown Development Plan to be considered by the Planning Commission <br />commencing March 16, 1982 would be expected to take about four to six months <br />to complete. <br /> <br />Discussion followed and Mr. Schricker and Mr. Schroeter commented and <br />replied to questions relating to the inclusion in the IS District of all <br />property on the map designated for the District; the fact that the public <br />hearing would be on the sole question of whether or not to enact IS zoning; <br />that the IS zoning is for one year and may be rene~d for the same period of <br />time; the fact that Council can direct the Planning Commission to undertake <br />the study rather than proceed on its own; and whether it is desirable for <br />the Council to call the public hearing itself on the subject of an IS <br />District. <br /> <br />Tom Adams, attorney representing the Redwood City Downtown Association, 400 <br />South El Camino Real, San Mateo, referred to his letter of March 12, 1982, <br />urging Council to take direct action and place the downtown area in an <br />Interim Study District until a new Downtown Plan can be enacted. <br /> <br />In response to question, Mr. Adams stated that the Association understands <br />they would have to obtain permits if they wished to change a structure or <br />use, but they do not object, being concerned that there might otherwise be <br />further detriment to the area. <br /> <br />Mayor Biagi stated for the record that use permits are issued by the Zoning <br />Administrator and do not come to the City Council unless an appeal is made. <br /> <br />Reg.Mtg. <br />3/15/82 <br />Page 3 <br /> <br />,--- <br /> <br />11 <br />~t <br />~L <br /> <br />--' <br /> <br />'7 <br />/' <br />
