<br />1 <br /> <br />¡ <br />I <br />¡ <br />.1 <br />I <br />I <br />\ <br /> <br />I <br /> <br />1, <br /> <br />Item No. <br /> <br />"UBLIC HEARINGS (continued) <br /> <br />2 (continued) <br />Gene Masciarelli, South Shores, Inc., 350 Marine World Drive, reviewed the <br />Plan and used project~ons to illustrate the location and proposed <br />development, noting that only 25% of the acquried land is involved and <br />that no development on Bair Island is being proposed. Mr. Masciarelli <br />reported that the developer is in agreement that an avigation easement <br />should be granted and plans are to negotiate with the San Carlos Airport. <br />He responded to objections and statements made by Friends of Redwood City <br />on their petition relating to traffic, the airport, housing, shopping and <br />wildlife. Mr. Masciarelli referred to the letter of June 1, 1981 to <br />Planning Director Schroeter from the Association of Bay Area Governments <br />stating South Shores is one of the last large sites available for infill <br />and filed a copy of the letter. Mr. Masciarelli stressed the need for <br />advance planning and paced development and improvements. He presented <br />Dick Hopper, Pat Gibson, Ken Hously, Malcolm Sproul and Dick Recht to <br />offer statements on aspects of the Plan. <br /> <br />Richard Hopper, consulting engineer, spoke concerning landfill, using <br />projections to compare the South Shores Plan to Foster City, reporting <br />his experience there where substantially more fill was involved and the <br />lack of complaint about the operation. <br /> <br />Pat Gibson, Traffic Engineer, Barton Aschman Associates, San Jose, <br />referred to reports regarding traffic, observing that roadway <br />improvements will be needed and stating that conservative "worst case" <br />assumptions have been made. Mr. Gibson pointed out that effects of <br />increased traffic can be reduced up to 40% if the "worst cases" <br />cumulatively do not occur. He noted that Council will control what is <br />built each step of the way and that constant monitoring as well as the <br />market will determine what is finally developed. He responded to <br />specific questions regarding possible new road construction and the <br />effect on South Shores development. <br /> <br />Ken Hously, Vice President, San Mateo County of Cushman Wakefield, <br />commercial real estate, stated that there is need for increased <br />commercial space which he anticipates will be caused by strong long <br />range economic forces and said that intelligent long range planning <br />assures quality development, suggesting Redwood Shores be considered an <br />example. <br /> <br />Malcolm Sproul, Senior Project Consultant, Larry Seaman Associates, <br />natural resources management consultants, stated he was employed to <br />review mitigation measures and summarized his major conclusions and <br />recommendations to protect the saltmarsh and wildlife. <br /> <br />Richard Recht, fiscal, economic consultant, described the benefits of <br />the development, noting a fiscal analysis is part of the Environmental <br />Impact Report (EIR). Mr. Recht stated that the EIR is very <br />conservative because improvements in South Shores will be new and <br />require less maintenance and that the new development will share <br />equitably in costs. <br /> <br />In response to questions, Mr. Masciarelli said that the building schedule <br />is now expected to be 1988 through 1994 with commerciallindustrial first, <br />followed by residential to start in 1991; that a facilities charge and a <br />combination of the charge and developer payment or bonds would finance <br />capital improvements; that the Airport Land Use Committee found airport <br />use compatible with the development; and that a combination of business <br />cycles and the approval process would be factors most likely to affect <br />postponement of development. <br /> <br />,-- <br /> <br />Reg.Mtg. <br />4/26/82 <br />Page 3 <br />
