PUBLIC HEARING (continued)

Item No.2 (continued)

Steve Graham, Housing Coordinator of San Mateo County Housing Development
Corporation, reported a continuing need for housing and said he supports
the proposed development for that reason and favors acceleration of the
housing portion. Mr. Graham suggested some units should be available for
lower income persons to reflect the needs of the work force in the area.

Sylvia Gre~ory, 151 Madison, said avigation easements do not take care of
airport noise, noting that even insulated homes have problems with noise
outside. Mrs. Gregory suggested Council should be forewarned that people
will sue regarding the noise regardless of easements and there is
increasing likelihood their suits will be effective.

Mark Rockwell, 1281 Foothill, suggested the 1,000 acres for wildlife
refuge donated by Mobil (South Shores) was useless land in any case. Mr.
Rockwell said the development is a threat to his family's enjoyment of
water oriented recreation in the slough.

Jaime Arias, Mipeninsula Citizens for Fair Housing, 281 O'Connor, East
Palo Alto, read and filed a statement regarding the need for equal
opportunity in housing, particularly for low and moderate income people
and urged inclusion of a "below market rate" program, noting hotel and
other service workers in the City require homes.

Dr. Nancy Jewell Cross, Committee for Safe and Sensible San Francisquito
Creek Routing, 301 Vine, Menlo Park, used projections to illustrate her
remarks regarding a transportation plan for the area.

Leo Crawford, 356 Topaz Street, reported that 35 years ago he was welcomed
to the City and believes it would be enlightened thinking for the future
to welcome people to Redwood City, stating he believes South Shores will
be a well-guided project.

Wim de Wit, 1514 Mitchell Way, FORC, urged Council not to amend the
General Plan to accommodate South Shores, stating it is undesirable.

MaIka Kopel, 2928 Addison Court, Palo Alto, FORC, agreed with statements
made by FORC members, suggesting creation of jobs will be detrimental to
the housing situation.

Ted Wooster, Yountville, California Department of Fish & Game, Wildlife
Resources Division, reported the Department opposes any destruction of
historic wetlands which should be returned to the Bay. Mr. Wooster
suggested the public should purchase the land at the assessed value of
undeveloped wetlands and return it to its natural state.

Katherine Glaza, 171 Birch Street, asked Council to insure the public
access to Pond A-12 by the bicycle path in order to link up with the
County plan. She suggested recreation facilities are needed and that the
City should build up the downtown Broadway area.

Walter Harrington, 57 Almendral, Atherton, referred to the joint policy
statement of the National Association of Homebuilders and the Sierra Club
calling for infill projects. He noted that ABAG has called the area
infill, and that it exists along a transportation corridor. Mr.
Harrington pointed out that open space area has been acquired in the hills
and needed housing and jobs cannot be accommodated there. He urged
support of the General Plan amendment, stating the density will prompt
appropriate development of good transportation.

Reg.Mtg.
4/26/82
Page 7

.1 -

11
