PUBLIC HEARING (continued)

Item No.2 (continued)

Tom Nolan, Executive Director of Growth Research Council, 2121 South El
Camino Real, San Mateo, said his organization supports the amendment to
the General Plan, stating that the developer has addressed the impacts on
the community and provides an excellent balance between housing and jobs.

Richard Keyes, 1027 Allerton, suggested the quality of life in the area
will be undermined by the proposed development and that traffic is already
bad. Mr. Keyes suggested attention should be directed to reducing blight
downtown and on Middlefield Road.

Nita Spangler, 970 Edgewood Drive, stated she is concerned about San
Carlos Airport which is a great economic advantage to the area, urging
Council to do nothing to jeopardize it. Mrs. Spangler also commented
concerning the baylands seismic situation and traffic, suggesting the City
has problems which should be addressed before South Shores is considered.

Tom Hunter, Business Manager, Plumbers and Steamfitters Union, Local 467,
1519 Rollins Road, Burlingame, said his organization supports the South
Shores development, noting that most of what has been said can be
interpreted as being in favor of the project. Mr. Hunder observed that
homes and jobs are needed and will continue to be needed because people
are attracted to this area. Mr. Hunter pointed out that in the past
traffic solutions have often followed development and stated he believes
the ability exists to resolve traffic problems in the future.

Sue Mara, 1980 Arroyo, San Carlos, suggested that the cost of the improved
traffic system needed for South Shores will become a taxpayer burden for
the benefit of the development.

Gregg Doran, 510 Marlin Court, Presient, Redwood Shores Homeowners
Association, said his Association's concern is who will pay for financing
of capital improvements, noting that South Shores is not included in the
proposed facilities charge schedule and the agreement does not say more
than that South Shores may be included. He requested assurance that bonds
will not be issued.

David Bomberger, 2120 Arbor Avenue, Belmont, FORC, referred to a wall
chart and commented on the effect on waterways of diked areas, suggesting
restoring marsh would be desirable.

The motion died for lack of a second.

Yvette Haworth, 2200 Lake Road, Belmont, stated she cannot live in Redwood
City because of the high cost of housing, suggesting that if no new
housing is built, prices of available stock will rise more. Miss Haworth
urged Council to approve the South Shores Plan.

Jack Schiffhauer, 235 Samson, suggested the old Redwood City is being
abandoned for the proposed development, suggested there may be legal
battles involving it, and commented on his concern about airport noise.

Terry Perkins, 24 Bayview Court, Millbrae, suggested the endangered
species have value and are of critical importance to humans in ways which
may be difficult to predict now. Mr. Perkins said the protective
provisions are not adequate and more land should be conributed for the
purpose.
