<br />PUBLIC HEARINGS (continued) <br /> <br />Item No.2 (continued) <br /> <br />Mr. Adams said the Association believes imposition of the IS District would make <br />the area more attractive to new development and urged that guidelines for <br />obtaining Use Permits be prepared endorsing the types of uses allowed, so that no <br />burden is created. Mr. Adams reported that the Downtown Association initiated <br />the request for an IS District to give Council the authority to protect the area <br />from future problems and avoid the types of uses now permitted which are <br />detrimental to the Shopping area. In response to questions, Mr. Adams said that <br />some kinds of entertainment, storefront churches and truck and auto repair shops <br />are detrimental to other businesses in the area. <br /> <br />Mitch Webber, 2301 Broadway, member of Downtown Association, supported Mr. Adams' <br />comments, suggesting the District could be smaller and limited to downtown only. <br /> <br />Al Davies, 1101 El Camino Real, urged Council not to ignore the property rights <br />of those downtown. Mr. Davies suggested that no one could obtain financing for <br />any kind of proposal under "moratorium" conditions. He urged Council to reject <br />the IS District proposal. <br /> <br />Joan Jordan, 831 Jefferson, President, Downtown Association, said they have been <br />unsuccessful in getting property owners to meet with merchants to discuss <br />downtown problems, stating merchants wish to retain a strong downtown retail <br />district, and there is evidence that many shoppers favor it also.
