In response to question, City Manager Smith reported on the various notices to Redwood Shores resients during the past five or six years that the project has been in the development stage, in addition to the considerable newspaper coverage during that period. Discussion followed and Mr. Smith and Planning Director Schroeter coømented and replied to questions concerning the decision to offer cooperative ownership; what action the coDlDittee proposed in the IIDtion might take; the fact that the HUD financing involves a 40 year guaranteed IIDrtgage and 20 year contract under Section 8 Housing; the fact that if Section 8 were rellDved, the project cculd probably go to DBrket rate housing; the income levels of shareholders; and the lack of responsibility of the City for financing or anything else for the project. í- CLARIFICATION OF MOTION. Councilman Rhodes stated that it is the intention of his IIDtion to return the DBtter to the Housing and Concerns CoDlDittee and that they invite people with alternatives, possibly five or six persons representing the appellant and the same number from the Housing Association, to talk over the possible alternatives with staff and the CoDlDittee members. SECOND WITHDRAWN: Councilman Biagi withdrew his second. MOTION RESTATED: Councilman Rhodes restated his IIDtion that a coømittee of three or four persons appointed by the appellant and the same number from the Housing Cooperative with staff, as needed, be charged with: 1) considering alternative financing methods; 2) reviewing the HUD financing procedures; and 3) reviewing the traffic and parking access DBtters related to the cooperative; and that the results are expected to be clarifications and not rec oømenda tions. MOTION SECONDED: Councilman Biagi then seconded the IIDtion as restated. ADDITION TO MOTION: It was agreed that the coDlDittee shculd report back to Council on June 14, 1982. In response to suggestion of City Attorney Schricker, Mayor Stangel obtained the oral approval of the appellant to participating in the proposed coømittee. Councilman Claire volunteered to be part of the CoDlDittee. The IIDtion as restated then carried by DBjority voice vote.
