She suggested that police and fire protection shculd be <br />provided before a cooperative is approved. <br /> <br />Paul 300, 559 Coq¡ass, said he is against any kind of subsidized housing, <br />stating that people should support themselves withcu.t help from anyone. <br /> <br />Mayor Stangel invited anyone else present who wished to speak to do so. <br />wished to speak. <br /> <br />No one <br /> <br />MIS: Biagi/Mosher to close the public hearing. <br />Carried unanimously and public hearing closed at 12:25 a.m. <br /> <br />MIS: Rhodes/Biagi to continue the DBtter for three weeks and let staff and a <br />coømittee from the appellant and the Housing Association and the Planning <br />Coømission take a look at the alternatives with regard to equity, the <br />cooperative, another location and the trust proposal. <br /> <br />In response to question, City Manager Smith reported on the various notices to <br />Redwood Shores resients during the past five or six years that the project has <br />been in the development stage, in addition to the considerable newspaper <br />coverage during that period. <br /> <br />Discussion followed and Mr. Smith and Planning Director Schroeter coømented and <br />replied to questions concerning the decision to offer cooperative ownership; <br />what action the coDlDittee proposed in the IIDtion might take; the fact that the <br />HUD financing involves a 40 year guaranteed IIDrtgage and 20 year contract under <br />Section 8 Housing; the fact that if Section 8 were rellDved, the project cculd <br />probably go to DBrket rate housing; the income levels of shareholders; and the <br />lack of responsibility of the City for financing or anything else for the <br />project. <br /> <br />í- <br /> <br />CLARIFICATION OF MOTION. Councilman Rhodes stated that it is the intention of <br />his IIDtion to return the DBtter to the Housing and Concerns CoDlDittee and that <br />they invite people with alternatives, possibly five or six persons representing <br />the appellant and the same number from the Housing Association, to talk over <br />the possible alternatives with staff and the CoDlDittee members. <br /> <br />SECOND WITHDRAWN: <br /> <br />Councilman Biagi withdrew his second. <br /> <br />MOTION RESTATED: Councilman Rhodes restated his IIDtion that a coømittee of <br />three or four persons appointed by the appellant and the same number from the <br />Housing Cooperative with staff, as needed, be charged with: 1) considering <br />alternative financing methods; 2) reviewing the HUD financing procedures; and <br />3) reviewing the traffic and parking access DBtters related to the cooperative; <br />and that the results are expected to be clarifications and not <br />rec oømenda tions. <br /> <br />MOTION SECONDED: <br /> <br />Councilman Biagi then seconded the IIDtion as restated. <br /> <br />ADDITION TO MOTION: It was agreed that the coDlDittee shculd report back to <br />Council on June 14, 1982. <br /> <br />In response to suggestion of City Attorney Schricker, Mayor Stangel obtained <br />the oral approval of the appellant to participating in the proposed coømittee. <br /> <br />Councilman Claire volunteered to be part of the CoDlDittee. <br /> <br />The IIDtion as restated then carried by DBjority voice vote. <br />MINUTE ORDER NO. 82-74 <br /> <br />------------------------------------------------------------------------------------------------ <br /> <br />Reg.Mtg. <br />5/17/82 <br />Page 10 <br />
