<br />PUBLIC HEARINGS (continued) <br /> <br />Item 2 (continued) <br /> <br />Richard Gardella, 541 Jefferson, attorney for the appellant, said the <br />density of the project is too great and inadequate consideration has been <br />given to streets and other public space. He stated the development barely <br />meets planned development permit requirements and if the open space areas <br />were reduced by a factor for the streets, the density would be too great. <br />Mr. Gardella suggested the item should be returned to the Planning <br />Commission for analysis in line with past staff advice regarding planned <br />development permits. <br /> <br />Lorraine Davis, 522 Barkentine Lane, said there are no adequate school <br />facilities for prospective residents of the development and suggested there <br />will be problems if small children must use public transportation to Belmont <br />schools, disagreeing with certain conclusions in the Environmental Impact <br />Report (EIR). Mrs. Davis also suggested the site is not appropriate for <br />elderly or handicapped persons, because of the lack of shopping and <br />emergency sel"Vices in the area. Mrs. Davis suggested the Planning <br />Commission has the responsibility to be objective and obsel"Ved that <br />Commissioner Wandmayer, a resident of Redwood Shores, and City Manager Smith <br />are on the Board of the Housing Association. <br /> <br />Erwin Seibel, Chairman of the Geosciences Department, San Francisco State <br />University, 558 Skiff Circle, read comments regarding statements in the ErR, <br />citing specific items as examples of inadequacies relating to erosion, <br />water, plant and animal life, archaeological and historical protection. Mr. <br />Seibel read and filed a statement from Miley Paul Holman of the Tiburon <br />Archaeological Research Facility of SFSU. He suggested that the significant <br />inadequacies recommend that a more all encompassing ErR be prepared. <br /> <br />Mrs. Carol Ford, 360 Bowsprit, commented on her research with HOD on Section <br />8 Housing and suggested the shareholders of the cooperative will be renters <br />and will have no equity in their units because the open market is not <br />involved. Mrs. Ford showed a slide of a page from a HOD manual on Section 8 <br />housing and said her research suggests that type of funding is obsolete. <br />She also showed a slide from a brochure sent to all Redwood Shores residents <br />in September 1981 describing the cooperative which she said was not specific <br />enough. She said the standards and mintenance controls should be the same <br />as for the rest of Redwood Shores and sugested the proposed maintenance fee <br />is not adequate to cover it and HOD will not pay for it. Mrs. Ford also <br />suggested that according to the Californ1a>CODstitution an election should <br />be held when public housing is to be developed. <br /> <br />MoniQue Seibel, 558 Skiff Circle, described the HOD project in which she <br />lived from 1971 to 1974 in Ann Arbor, Michigan, commenting on the <br />undesirable residents, the residents' neglect of the appearance of the <br />building and the low quality of municipal sel"Vices. Mrs. Seibel suggested <br />her cooperative experience causes her to believe a cooperative is a <br />dangerous, unwholesome place to live. <br /> <br />Jack Denton, 330 Turkshead Lane, real estate and development broker, <br />projected a slide showing a page entitled "Affordable Housing" from a <br />Builders of Affordable Housing publication, and suggested the land donated <br />by Mobil cculd be placed in a trust and funds used to help first time home <br />buyers. He described the arrangement and illustrated his remarks with <br />figures for a proposed "Redwood Shores Perpetual Trust." Mr. Denton urged <br />Council to approve an "affordable" housing program residents will support <br />and offered to assist. <br /> <br />Joseph Fuhrig, 44 Harder Road, Hayward, Canada College economics instructor, <br />presented his analysis of cost and benefits to all affected groups, <br />suggesting the development would be detrimental to existing property owners <br />by reducing the value of homes up to a mile away and described HOD built <br />projects with poor experience. <br /> <br />Reg.
