<br />REPORTS OF CITY MANAGER (continued) <br /> <br />Item No. 10 (continued) <br /> <br />the short slide presentation by the Housing Officer might illustrate what is <br />being done. <br /> <br />I~ichael Church, Housing Officer, showed a series of slides depicting typical <br />structures in the program having damaged roofs, foundations, improper wiring, <br />and the like, and progress being made in restoring the buildings. <br /> <br />City Manager Smith noted that the loans are made to people who are unable to <br />qualify for traditional bank loans. Discussion followed regarding the benefits <br />being realized by the rehabilitation program, particularly in the last twelve <br />months, salvaging many of the homes that previously would have been lost by <br />deterioration. <br /> <br />ORAL COMMUNICATIONS <br /> <br />-------------------------------------------------------------------------------------------------- <br /> <br />Mayor Stangel advised that oral communications will be taken out of order to accom- <br />modate the speaker. <br /> <br />Betty Lou Taylor, 415 Palomar Drive, representing the League of Women Voters <br />of South San Mateo County, read from a statement dated May 18, 1982 from <br />Ellen Kitamurs, President of their organization, and which had been presented <br />earlier to Council, which supports Assemblyman Bates' bill 2947 proposing a <br />severance tax of 6~% on oil and which they believe will generate substantial <br />income for the State general fund, and thereby benefit local governments. <br />A copy of their resolution supporting the bill was attached to the statement, <br />and Ms. Taylor requested that Council support their position. <br /> <br />Mayor Stangel asked that staff investigate the current status of the bill, <br />and ordered the matter referred to the Legislative Committee for considera- <br />tion at its next meeting and report back to Council.
