Application for Designation of Public Places
as Depositories of Referendum Petition
submitted by Friends of Redwood City

Report from City Clerk 5/20/82

City Attorney Schricker referred to the communication dated and received
April 29, 1982 from Donald R. Peterson, Friends of Redwood City, wherein
Council is requested to designate certain public property as places where
petitions may be circulated or made available for signature, with respect
to Council action to approve the General Plan Amendment for South Shores.
The communication was received prior to any action on the part of Council
to approve the General Plan Amendment, which action was just taken tonight
(see Item 13). Mr. Schricker advised that Council is required under its
Charter and the State Elections Code to designate at least three public
places where petitions may be circulated.

Mr. Schricker advised that the request lists a number of private property
locations over which the Council does not have jurisdiction, and the only
premises listed that relate to public property of the City are the Main
Library, Fair Oaks Community Center and Roosevelt Community Center. He
noted that Council has the authority to establish reasonable conditions
for the use of those premises, for example, the patio area of the Main
Library.

City Manager Smith added that the City has no objection to use of areas
adjacent to or outside of the public buildings mentioned.

MIS: Biagi/Bury to authorize use by Friends of Redwood City of the three
public buildings, i.e., City Main Library, Fair Oaks Community Center and
the Community Center on Roosevelt Avenue, for the purpose of circulating
petitions regarding approval of the amendment to the General Plan for
South Shores, subject to reasonable conditions that may be established
so as not to interfere with normal use of the premises.

Carried unanimously by voice vote.

MINUTE ORDER NO. 82-83

---------------------------------------------------------------------------------------------------

ORAL COMMUNICATIONS (continued)

2. Al Davies, E-Z Davies Chevrolet, 1101 El Camino Real, disputed the award by
Council on May 17, 1982 of a contract for twelve compact pick-up trucks to
Ellis Brooks of San Francisco, stating that he challenges the way in which
bids were interpreted; that there are certain inconsistencies in the bid of
Ellis Brooks relating to whether a $70.00 discount for payment on delivery
is per unit or for the entire order; that sales tax in San Francisco is 6~%

Reg.Mtg.
5/24/82
Page 6

36/

l

-.---..-------
