<br />PUBLIC HEARING (continued) <br /> <br />Item No. I (continued) <br /> <br />Councilman Claire, Chairman of the Cooperative Housing Special Study Committee <br />presented the Committee report. <br /> <br />Richard Ford, 360 Bowsprit Drive, appellant, reviewed the contents of his <br />letter of June 11, 1982 and the information attached thereto, using a trans- <br />parency to project a list of objections he stated remain unresolved. <br /> <br />Council discussion followed concerning details of the proposed Cooperative <br />related to traffic considerations; management by homeowner associations; <br />content and enforcement of conditions, covenants and restrictions; financing <br />arrangements; parking requirements and needs; the possibility of effect on <br />land values; the requirement that a professional management firm be retained; <br />the fact that state and local housing sometimes require special elections; <br />environmental impact report requirements; the selection process for prospective <br />shareholders; and the quality of the proposed Cooperative. <br /> <br />During their consideration of the subject appeal, Council members questioned <br />City Manager Smith, City Attorney Schricker, Director of Public Works Addiego, <br />Planning Director Schroeter and the following persons who had given testimony <br />previously: <br /> <br />Richard Ford, 360 Bowsprit, appellant <br />Joel Rubenzahl, Community Economic Associates, 1904 Franklin, Oakland <br />Architect, Fisher-Friedman & Associates, architects for the cooperative <br />Gregg Doran, 510 Marlin Court, President, Redwood Shores Homeowners <br />Association and realtor <br />Don Warren, Redwood Shores, Inc., 350 Marine World Parkway <br /> <br />(Council recessed from 8:55 to 9:10 p.m.) <br /> <br />M/S: Rhodes/Biagi to grant the appeal of Richard Ford from the decision of <br />the Planning Commission approving the application of Redwood Shores Housing <br />Association, Inc. for planned development permit and that the cooperative <br />not be built. <br /> <br />The motion failed on the following roll call vote: <br /> <br />Ayes: <br /> <br />Councilmen Biagi and Rhodes <br /> <br />Noes: <br /> <br />Councilmen Britschgi, Bury, Claire, Mosher and Mayor Stangel <br /> <br />M/S: Bury/Mosher to deny the appeal of Richard Ford and to uphold the <br />decision of the Planning Commission in approving the application of Redwood <br />Shores Housing Association, Inc. for planned development permit, with the <br />following conditions: <br /> <br />1) <br /> <br />that a requirement be made that the management of the cooperative <br />be subject to City Council overview; and <br /> <br />that a periodic review of the condition of the cooperative be <br />made by Council. <br /> <br />AMENDMENT: At the suggestion of Vice Mayor 8ritschgi, Councilman Bury, with <br />the consent of his second, added a condition that a right-turn on to Redwood <br />Shores Parkway at Lanyard be permitted to improve traffic flow. <br /> <br />2) <br /> <br />The motion as amended failed on the following roll call vote: <br /> <br />Ayes: <br /> <br />Councilmen Bury and Mosher and Vice Mayor Britschgi <br /> <br />Noes: <br /> <br />Councilmen Biagi, Claire, Rhodes and Mayor Stangel <br /> <br />M/S: Claire/Britschgi to study the proposed planned development permit <br />further and that two items be included: 1) the possibility of continuing to <br />look at moving the intersection of Redwood Shores Parkway to the east <br />property line to see if it would be feasible there; and 2) to look at the <br />legality of including in the by-laws of the cooperative some method by which <br /> <br />Reg.Mtg. <br />6114/82 <br />Page 2 <br /> <br />,,---- <br /> <br />17"71 <br /> <br />í <br />
