<br />1982 opposed to Redevelopment Project.

<br />f. L. Craig Britton, Assistant General Manager, Midpeninsula Regional
<br />Open Space District, 375 Distel Circle, Los Altos - Letter dated
<br />June 18, 1982 reporting the Board's opposition to inclusion of the
<br />baylands and Civic Center sub-areas in the project and the use of
<br />tax increment financing and requesting the public hearing be
<br />continued.

<br />City Attorney Schricker reported that the Final Environmental Impact Report
<br />on Seaport Centre and on Redevelopment Project No.2 are on file, both of
<br />which were heretofore approved by the Planning Commission, as well as the
<br />Redevelopment Plan February 1982 and the Report to the City Council of
<br />May 1982.
<br />
<br />Mrs. Hildebrand reported receipt of letter of June 21, 1982 from Fire Marshal
<br />Yoakum concerning fire problem, water supply and fire hazard in the Project
<br />area (exhibit g) and of June 21, 1982 from Building Official Malkemus relating
<br />to conditions of the structures in the Project area (exhibit h).
<br />
<br />In response to suggestion of City Attorney Schricker, all members of the
<br />audience who wished to testify were sworn by the City Clerk.
<br />
<br />Susan Jackson, Legal Aid Society, 2229 Broadway and property owner at 318
<br />Alden, stated she had just received certified notice, but acknowledged she had
<br />previously received notice by regular mail.
<br />
<br />Mr. Fargo explained that a mailing was made of the notice of joint public
<br />hearing on June 7 (Affidavit is on file) by regular mail. However, in view
<br />of the requirement that notice be mailed by certified mail, return receipt
<br />requested, the identical notice was mailed again in that manner on June 17
<br />to property owners and taxing agencies of the Project area (Affidavit
<br />reported above), so that those affected actually received the same notice
<br />twice within the ten day period.
<br />
<br />Daniel Levin, 220 Lincoln Property Company, 220 Lincoln Centre Drive, Foster
<br />City, said he is in favor of the Redevelopment Plan and would like to develop
<br />Lincoln Centre office and industrial park and would not be able to do so
<br />without the improvments offered by the Agency.
<br />
<br />Donald Peterson, 788 Castle Hill Road, suggested there is considerable need
<br />for marine facilities and berths on the Peninsula and that such development
<br />would pay for itself. Mr. Peterson asked that consideration be given to
<br />that use.
<br />
<br />Tom Bazan, 875 Beech Street #7, said he is in support of the Redevelopment
<br />concept and urged it be commenced with dispatch.
