<br />"" <br /> <br />JOINT PUBLIC HEARING (continued) <br /> <br />Director of Public Works Addieqo commented on the formulation of the four pro- <br />posed subareas, the condition of each and the need for public improvements. <br />In response to questions of City Attorney Schricker, Mr. Addiego agreed that <br />with respect to public improvements, he believes they will enhance and assist <br />in the creation of value in respect to each subarea and that the improvements <br />could be considered concommitants of them. <br /> <br />Ann Ladd, 235 Arlington, Redwood City School District, requested that the public <br />hearing be continued and that she be permitted to speak at the later date. <br /> <br />Robert Long, Sequoia Union High School District, requested that the public <br />hearing be continued. <br /> <br />Elisabeth Balin, 975 Buckland Avenue, San Carlos, inquired regarding whether <br />a master plan or details of the Plan are available. City Manager Smith ex- <br />plained that, except for Lincoln Properties, no specifics exist, stating that <br />it is very general because owners and future developers will determine what <br />is to be included, but there is no intent to level everything within the <br />Project boundaries. <br /> <br />Buildinq Official Malkemus (see Exhibit h. - letter of June 21, 1982 on file) <br />reported on the poor conditions existing in the subareas and the requirements <br />of the State Building Code and the Municipal Code. In response to question <br />of City Attorney Schricker, Mr. Malkemus said he had investigated a repre- <br />sentative sample of the buildings in each area and that they are in a sub- <br />stantial state of disrepair. In further response to question, Mr. Malkemus <br />described what would be needed to investigate whether the buildings meet <br />Code requirements and said the result of massive Code enforcement programs <br />is not necessarily reconstruction, since there is no requirement to do so, <br />but that buildings which do not meet Code requirements can be leveled and <br />empty lots allowed to remain. Mr. Malkemus cited the old Hull Bros. hardware <br />site at Main and Broadway as an example. <br /> <br />In response to request from Council, City Manager Smith described the geo- <br />graphical subareas by street name. <br /> <br />Michael Sposito, 148 Finger Street, partner in property at 901 and 903 Main <br />Street, said he believes Redwood City needs redevelopment, and City Attorney <br />Schricker replied to his questions relating to eminent domain and the <br />definition of blight. Mr. Fargo also advised Mr. Sposito of the kind of <br />participation property owners might expect to have in the Project. <br /> <br />Don Peterson (see above) reported that in some information provided on the <br />Project, Smith Slough is incorrectly shown as Steinberger Slough and asked <br />that it be corrected. <br /> <br />M/S: Biagi/Rhodes to continue open the Joint Public Hearing on Redevelopment <br />Project No.2 to 7:30 p.m., Tuesday, July 13, 1982 in the Board of Supervisors <br />Chambers. <br /> <br />Carried unanimously by voice vote. <br /> <br />MINUTE ORDER NO. 82-98 <br /> <br />City Manager Smith announced he will hold two information meetings for anyone <br />interested in details of the Project on Tuesday, June 29 and on Wednesday, <br />June 30, both at 7:30 p.m. in his office at City Hall. <br /> <br />ADJOURNMENT <br /> <br />M/S: Biagi/Rhodes to adjourn. <br />Carried unanimously by voice vote and Joint Public Hearing adjourned at 9:10 p.m. <br /> <br />(NOTE: <br /> <br />Next meeting - Joint Public Hearing continued open to 7:30 p.m., <br />Tuesday, July 13, 1982 in Board of Supervisors Chambers) <br /> <br />JACQUELINE C.
