<br />PUBLIC HEARINGS (continued) <br /> <br />Item No.2 (continued) <br /> <br />Councilman Claire called attention to the chart entitled "Operating Budget - <br />Projected Annual Operating Cost" and said that financing for maintenance is <br />more than adequate. He also called attention to the draft agreement to <br />grant the right to enforce maintenance obligations to the City of Redwood <br />City which is included in the CC&Rs (conditions, covenants and restrictions) <br />of the Coopera tive Association. <br /> <br />Discussion followed concerning traffic routes residents of the Cooperative <br />might be expected to use and whether blocking Lanyard Drive to all but <br />emergency vehicles would be desirable. <br /> <br />Councilman Claire pointed out for the record that the appeal has already <br />been denied and the only matter before Council is the possible addition of <br />conditions to those recommended by the Planning Commission. <br /> <br />M/S: Claire/Bury to add the following conditions to the Planned Development <br />Permit of Redwood Shores Housing Association, Inc. for Sandpiper Court <br />Coopera tive: <br /> <br />1 ) <br /> <br />Add 12 full parking places on the project site, making 195 available <br />instead of 183; <br /> <br />2) <br /> <br />Require the developer to add an entrance and an exit to Redwood Shores <br />Parkway, that the entrance to Lanyard Drive be used for emergency <br />vehicles only and that some method be used to block off Lanyard Drive; <br /> <br />3) <br /> <br />Require the by-laws of the Corporation to include that a member of the <br />Board of Directors be appointed from the Redwood Shores Homeowners <br />Assoc ia tion; and <br /> <br />4) <br /> <br />Amend the by-laws to include the requirement that the Board of Directors <br />of the Corporation, Redwood Shores Homeowners Association and the City <br />Council will meet every six months to review the opera tion of the <br />Cooperative. <br /> <br />Director of Public Works Addiego commented and replied to questions <br />regarding traffic movements, stating that providing ingress and egress to <br />Redwood Shores Parkway should relieve some 40% of the traffic added by the <br />Cooperative and that he does not recommend blocking streets as a means of <br />controlling traffic. <br /> <br />AMENDMENT: At the request of Vice Mayor Britschgi, Councilman Claire with <br />the consent of his second, deleted the part of his second condition relating <br />to blocking the entrance to Lanyard Drive, leaving only that an entrance and <br />exit to Redwood Shores Parkway be required. <br /> <br />AMENDMENT: At the request of Councilman Biagi, Councilman Claire, with the <br />consent of his second, added a fifth condition that it be required that the <br />by-laws of the corporation, as well as the CC&Rs, include the agreement <br />granting the City of Redwood City the right to enforce the maintenance <br />obligation of the owners of the Cooperative Association. <br /> <br />Councilman Bury stated for the record that he anticipates that Council will <br />remain sufficiently flexible to deal with any problems which may arise with <br />regard to traffic and maintenance. <br /> <br />Reg.Mtg. <br />7/12/82 <br />Page 2 <br /> <br />:3q7 <br />
