He advised that the <br />property had been purchased for fu ture industr ial use, including readymix, <br />building materials and receiving of aggregates by barge; that such use is <br />compatible with the existing use and zoning, and generates for the City <br />approxirna tely $75,000 in taxes per year. He asked that their property be <br />excluded from the Redevelopment Project. <br /> <br />City Manager Smith advised in response to question regarding the property <br />split that the projec t lines were drawn according to correc t legal <br />description to follow the parcel line. <br /> <br />Council inquired whether, if it were decided to eliminate the entire parcel <br />from the project, it could be added at a later time, and were informed by Mr. <br />Schricker that changes in the boundaries w::>uld require going through the <br />whole process again. <br /> <br />Don Bryant, Legal Aid Society, advised he was present on behalf of the <br />Housing Coalition of San Mateo, expressed concern regarding the Plan and the <br />several documents submitted and requested a two-week continuance of the <br />public hearing to allow time to w::>rk with staff to agree on III.Itually <br />sa tisfac tory improvements in the Plan, as well as to review the stack of <br />documents and melIDranda entered into the record tonight. <br /> <br />Mr. Schricker noted that the Legal Aid Society had been represented at the <br />public hearing on June 21, and requested a continuance at that time which was <br />granted. <br /> <br />Discussion followed regarding the frequent requests of the Legal Aid Society <br />for continuances; the fac t that the documents entered tonight have existed <br />and been availab le for a long time; that concerns expressed in the letter <br />from Don Bryant, Legal Aid Society, dated July 9, 1982 (Exhibit 1) relating <br />to housing w::>uld have no bearing until after the plan is adopted. <br /> <br />(Council recessed from 10:58 ¿ 11:12 p.m.) <br /> <br />Mr. Bryant (see above) made further coments regarding his reasons for <br />requesting a continuance, and referred to his letter to the <br />Council/Redevelopment Agency dated July 13, 1982 entitled "Coments of the <br />Housing Coalition of San Mateo on Redevelopment Project No.2" (Exhibit 2) <br />which enumerates their concerns and objections to the Project. In response <br />to question by City Attorney Schricker, Mr. Bryant advised that the Housing <br />Coalition of San Mateo is a co!llllunity-based organization consisting of <br />individuals and representatives of various groups concerned with the supply <br />of low and IIDderate income housing. <br /> <br />City Manager Smith pointed out that he serves as President of the Redwood <br />City Housing Association which is currently involved with developing a low <br />and !lDderate-income cooperative project, and suggested he would be interested <br />in being on the Coalition's mailing list. <br /> <br />.U the request of Council, Mr. Fargo reviewed his considerable experience and <br />background in the field of redevelopment, and gave a brief history of the <br />lengthy process involved in arriving at the present stage of the <br />Redevelopment Project under consideration, the steps that would have to be <br />taken after the proposed Plan is approved, and potential developers become <br />involved. He assured Council that all legal requirements have been <br />fa llowed . <br /> <br />Peter Empey (see above) asked whether the City would have the right of <br />condemnation if his property remined in the project area, and was informed <br />it would.
