<br />City would like to become an integral part of development; that the IIDre <br />waterfront the City can get, the better the project that can be laid out. He <br />reminded Council of the agreement that had been authorized with Diversified <br />Marina Enterprises for Exclusive Right to Negotiate for ground lease of that <br />ten-acre piece of property in Project Area C - Marina. Mr. Fargo noted that <br />under the law, any property owner within a projec t area who wishes to <br />participate in the project needs only to signify that, and that such <br />enhancement of the property would only serve to benefit the owner. <br /> <br />'- <br /> <br />Fred Earnhardt, Jr. advised that he holds a long term lease at Dock Town <br />Marina, and intends to mke capital improvements, and that he is concerned as <br />to how that area will be affected. He presented a copy of a letter to him <br />dated May 18, 1982 from the Fire Prevention Officer, Redwood City Fire <br />Department (Exhibit 3), which confirms that all fire code vio la tions <br />previously cited have been corrected. He submitted also a copy of his <br />contrac t with G. Bortolotto & Company of May 20, 1982 (Exhibit l¡) for paving <br />work to dellDnstrate his intentions to mke improvements at Dock Town Marina. <br />He suggested that since mny of the boat owners who are tenants at the <br />marina, many of whom make their homes on the boats, are unaware of the public <br />hearing, that another be held. He did not believe that the mrina can be <br />considered blighted to the extent it cannot be corrected by private action. <br />He advised Council in response to questions that the property is leased from <br />Frank Salaman, and whether it is City property or Mr. Salaman's, he would <br />like to continue their operation in that location. <br /> <br />City Manager Smith reported that the City has an unlawful detainer on that <br />property, and that all boats and slips are there illegally, that eviction <br />notices have been issued but that the City hopes to work out a solution. <br /> <br />Lennie Roberts, Committee for Green Foothills, 2253 Park Boulevard, Palo <br />Alto, <br />presented her comments based on her letter dated July 13, 1982 addressed to <br />the City Council (Exhibit 5) which expressed several concerns regarding the <br />Redevelopmen t Projec t. <br /> <br />City Manager Smith recolIIDended that the City Council approve three <br />agreements, copies of which had been distributed to them tonight, as follows: <br />Redwood City Elementary School District (Exhibit gg), Sequoia Union High <br />School District (Exhibit hh), and the San Mateo County ColIIDunity College <br />District (Exhibit ii), since it is not the inten,tion of the City that the <br />school districts be adversely affected by the Re'development Project. A <br />second recommendation is that the Council approve an agreement between the <br />Redevelopment Agency and the County of San Mateo (Exhibit jj), by which the <br />City recognizes there could be a financial impact on the County and the <br />County realizes that they and the City have a certain responsibility to <br />assist in accomplishing their mutual goals. <br /> <br />r . <br /> <br />Tom Casey, Chief Civil Deputy with the District Attorney's Office, advised <br />that their office represents the school districts, and had helped in drafting <br />the agreeIœnts, that it is anticipated that there will be further <br />negotia tions and IIDre formal documents will be prepared. The agreement with <br />the County, however, is specific and similar to those used with other cities. <br />He indicated there would probably be no need to negotiate on that agreement, <br />but that they would be available for discussion with the City, particularly <br />with respect to parking. He recolIIDended approval of the four agreeIœnts. <br /> <br />Discussion followed regarding procedure, and Mr. Casey advised that for the <br />record they would prefer that before the public hearing is closed, and prior <br />to action on the ordinance, that action be taken on the agreements, because <br />they are written in such a way that if tax increment financing does not come <br />into effect, the agreements have no effect. <br /> <br />M/S: Biagi/Claire to approve entering into agreements with the three School <br />Districts (Redwood City Elementary School District, Sequoia Union High School <br />District, and San Mateo County Community College District), and with the <br />County of San Mateo regarding the Redevelopment Plan. <br /> <br />Carried unanimously by voice vote. <br /> <br />MINUTE ORDER NO. 82-117 <br /> <br />Red ev /Counc il <br />7/13/82 <br />Page 7 <br />
