Water Financing Authority (RFA) to fill the Board Vacancies created by Ira <br />Ruskin's Election to the State Assembly. <br />Recommendation: <br />M/S Hartnett/Howard to ratify Mayor Ira's recommendation that the City Council <br />appoint Richard C. Claire as a Director to the Board of the Bay Area Water <br />Regional Supply and Conservation Agency (BAWSCA) and the San Francisco <br />Bay Area Regional Water Financing Authority to full the remaining unexpired <br />terms through June 30, 2005. (209) <br />The motion passed by a unanimous voice vote. MINUTE ORDER 05 -16 <br />C. Appointment to the City Council Vacancy created by Ira Ruskin's Election to <br />State Assembly (Appointee to serve until November 2005, the remaining two <br />years of the unexpired term ending November 2007 will be voted on in the <br />November 2005 election). <br />Council discussion ensued on possible process for voting. <br />Public Comment: <br />Rudy Luca spoke of a process used to fill a vacancy in the past, stating that the <br />person is now on the Council. He suggested that someone may be discriminatory <br />and that Council should follow the procedure used before. He further stated that <br />the Council does not have the community in mind and that it is time to get <br />together with the community to find out its desires. He stated that the process <br />should have been an appointment as was done with Ian Bain. <br />Pete Hughes stated that there 11 very good people to choose from and that he <br />and Ginny are supporting Janet Borgens. He stated that she won the two <br />outstanding citizen awards in Redwood City, the American Legion Award and the <br />Sequoia Award. He further stated his experience in working with Ms. Borgens on <br />many projects and that she is an enthusiastic and knowledgeable person. <br />Vance Smith stated that there is a process used before. The staff and committee <br />came up with a process, the next highest vote getter is a former Council Member <br />and he did not understand why we were still at this point. He further stated that <br />each Council Member devoted time and money to get to their position and that <br />the next highest vote getter in the last election lost by very few votes. He stated <br />that the election stated the community's position and could not have changed <br />much since then. He further cited Paul Sanfilipo's experience toward serving as <br />the appointed Council Member. <br />Maria Diaz Vivian asked the Council to keep in mind that many residents have <br />applied much effort into the community and giving input.
