STUDY SESSION <br />A. Courthouse Square Preferred Design (continued from July 12, 2004) (402) <br />Redevelopment Agency Manager Moeller stated the purpose of the session was <br />to consider some design development issues related to the preferred design <br />concept that was selected for the Courthouse Plaza. On July 12, there were <br />questions raised and clarifications requested in terms of the design and those <br />issue were most appropriately addressed in the design development stage. <br />Michael Freedman of Freedman, Tung and Bottomley (FTB) was present to <br />respond to the issues raised, most significantly, the massing of' the pavilions, <br />issues related to heat build -up with glass roofs, and the feasibility of an <br />interactive pop -up fountain in the center of the plaza. She stated that the plan is <br />to return in March with a contract for the construction drawings. <br />Michael Freedman of FTB used a PowerPoint presentation of slides with his <br />explanation. <br />Planning Commission, Architectural Review Committee and Council Members all <br />made various comments on the proposed changes. <br />Mr. Freedman summarized the comments as the following: Reduce <br />maintenance costs as much as possible moving thru the design development <br />phase; incorporate anti- pigeon devices; make the inside of the pavilions cooler, <br />not the same as the inside and noticeably cooler; investigate reflecting the <br />rounded columns from the Courthouse portico into the double column comer <br />pieces and see if any more lightness is achieved; no jets in the fountain; bring <br />back pictures at night with the lighting for review of the entire lighting concept. <br />JOINT CITY COUNCIL AND FEBRUARY 7, 2005 <br />REDEVELOPMENT AGENCY MEETING MINUTES PAGE 5 <br />JOINT STUDY SESSION WITH PLANNING COMMISSION <br />AND ARCHITECTURAL REVIEW COMMITTEE <br />MINUTES BOOK No. 60 <br />Page No. 399 <br />
