The need to further explore if additional shade type trees should be used was <br />also noted. <br />Public Comment: <br />Keith Bautista stated that there is a tremendous lighting program for the <br />Courthouse itself and one of the elements not totally coordinated was the lighting <br />of the Courthouse from below up in correlation with the plaza design as there <br />was no plaza design at the time. He stated his belief that a budget exists for <br />some up lighting around the plaza next to the Courthouse and there should be <br />some coordination with the architects about that point. He stated his concern that <br />due to the size, space and number of palm trees we may block the view of the <br />Courthouse. He further pointed to the maintenance of the palm fronds in order to <br />mitigate liability and expressed concern about pigeons and potential for obtrusive <br />mechanisms to control a pigeon problem. He stated that water features are not <br />appropriate for this project. He asked about any flagpole and restrooms planned <br />for the project. <br />Ken Rolandelli stated that Redwood City is about to recapture a highly significant <br />part of its past both in terms of uncovering the beautiful old county Courthouse <br />as well as rediscovering an important and vital piece of open space that fronts it. <br />As a member of the Historic Courthouse Restoration Committee and the City's <br />Historic Resources Advisory Committee he has been involved with the project for <br />four years. He stated his contentment. up until two weeks ago when he <br />thoroughly read the Courthouse Facade Reconstruction and Plaza Project EIR. <br />He submitted his letter dated February 7, 2005 which outlines his concerns and <br />comments. <br />Alan Bygdnes stated that it's not about the structure, columns, fountains but the <br />concern is the unique walking feature designed to get across to the Fox Theatre. <br />He stated that there should not be a pedestrian crosswalk right in the center of <br />the block and that people are accustomed to having stop signs that assist in <br />protecting the pedestrians. He further stated his concern that there will be a <br />major catastrophe at that location. <br />Nita Spangler stated that her view is tempered by the fact that in 1944 she was a <br />reporter in that building and has a different feel for the plaza area. She stated <br />that if there is not a budget to spend on the maintenance it will look shabby. She <br />suggested using solar energy; that she would be happy with one pavilion that is <br />open for a breeze to come through, less palm trees and emphasized the <br />operating costs. She asked about location of garbage cans and restrooms.
