c. The connection and capacity fees described in Paragraph 4a for a parcel within the District shall be collected and remitted to City by District no later than sixty (60) days after a building permit has been approved for the construction of a structure on a parcel; or for an existing developed parcel, no later that sixty (60) days after the structure on the parcel is connected to the District Facilities. The sewer service charge described in Paragraph 4a shall be collected by the District and shall be remitted to the City semi-annually in January and July, whether collected on the tax roll for said District, by collection with other utilities pursuant to contract or by individual periodic billing and collection by District itself. d. Sewer Charges - New Connections; 1. Sewer service charge for new structures - District shall collect sufficient sewer service charges at the time a building permit is issued for the construction of a structure on a property within the District, to pay the City for sewer service between the time the building is connected to District Facilities until sewer service charges on behalf of the property is collected together with the property taxes for said parcel, or until such time as sewer service charges are collected by collection with other utilities pursuant to contract or by individual periodic billing and collection by the District itself. 2. Sewer service charges for existing structures - District shall collect sufficient sewer service charges at the time a connection permit is issued for a structure on property within the District to pay the City for sewer service between the time the building is connected to District Facilities - 6- (~ ".
