ARTICLE 51 INTERPRETATION, REPEALS, EFFECTIVE DATE SECTION 51.1 Interpretation. (a) Except as specifically provided herein this ordinance shall not be interpreted to repeal, abrogate, annul or in any way affect any existing provision of any law or ordinance or regulations or permits of the City of Redwood City previously adopted or issued relating to the erection, construction, moving, alteration or enlargement of any building or improvement of buildings or the use of any building or structure that is imposed or required by an existing law, ordinance or regulation; otherwise, the provisions of this ordinance shall control. (b) Whenever the Commission is called upon to determine whether or not the use of land or any structure in any district is similar in character to the particular uses allowed in a district, the Commission shall also consider the following factors: (l) Effect upon the public health, safety and general welfare of the neighborhood involved and the City at large. (2) Effect upon traffic conditions. (3) Effect upon the orderly development of the area in question and the City at large in regard to the general planning of the whole community. SECTION 5l.2 Severability. If any provision of this ordinance or the application thereof to any person or circumstance is held invalid, such in- validity shall not affect any other provisions or applications of the ordinance which can be given effect without the invalid provisions or application, and to this end the provisions of this ordinance are severable. The repeal of Ordinance No. 600 shall not be construed as abating any actions now pending under or by virtue of such ordinance or as discontinuance, abating, modifying or altering any penalty accruing or to accrue or as affecting the liability of any person, firm or corporation or as waiving any right of the municipality under any section or provision existing at the time of the passage of this ordinance.
