ARTICLE 44 ZONING PERMITS SECTION 44.1 Permit Required. (a) No building permit shall be issued by the Building Inspector except upon application and issuance of a zoning permit in accordance with the provisions of this article. No structure shall be occupied and no use shall be established or changed to a different use except upon applica- tion and issuance of a zoning permit in accordance with the provisions of this article. (b) Prior to making of an application for a building permit, or prior to time of establishing or changing a use, any person may make application for a zoning permit to determine whether or not a proposed use or change of use, or a proposed structure or alteration, would comply with the provisions of this ordinance. SECTION 44.2 Applications. Every application shall be on forms provided by the Planning Director, shall be accompanied by a nonrefundable fee of Five Dollars ($5.00) and shall also be accompanied by such legal descriptions, maps or plats, drawings, and other pertinent information including offstreet parking and loading facility information, as may be required by the Planning Director. In the event a zoning permit is applied for in con- junction with an application for a building permit no fee shall be charged for the zoning permit. The zoning permit and the building þermit may be combined on a single form. SECTION 44.3 Issuance. The Planning Director shall issue the zoning permit applied for if he finds that the proposed use or structure complies with all the requirements of this ordinance: otherwise, the application shall be denied. The issuance of a zoning permit shall not relieve the appli- cant from the duty of complying with the provisions of this ordinance or any other ordinance or law. ARTICLE 45 ARCHITECTURAL SUPERVISION SECTION 45.1 Architectural Review. No building permit shall be issued by the Building Inspector for any structure in any RG, R-3, R-4, R-5, PO, CN, CA, CG, CB, CP, IP or IR District until the exterior elevations, as provided in Section 45.3, have been referred to and reviewed by the Architectural Committee in accordance with the provisions of this article. SECTION 45.2 Architectural Permit. (a) The securing of an architectural permit may be required, subject to the provi- sions of this article, as a condition to the granting of a use permit, variance or planned development permit in any district.
