<br />of the use permit or variance except after issuance of an archi- <br />tectural permit to the property owner in accordance with the <br />provisions of this article and it shall be unlawful for any person <br />to proceed with construction or alteration without securing the <br />architectural permit. <br /> <br />(b) No building permit shall be issued for any structure <br />in connection with any property zoned in an "A" combining dis- <br />trict, except after issuance of an architectural permit to the <br />property owner in accordance with the provisions of this article <br />and it shall be unlawful for any person to proceed with the con- <br />struction or alteration of any structure in said districts without <br />securing an architectural permit. <br /> <br />SECTION 45.3 Applications of Provisions. (a) The pro- <br />visions of Sections 45.1 and 45.2 shall apply only to the fol- <br />lowing: <br /> <br />( 1) <br />(2) <br /> <br />Portions of structures facing upon a public street. <br /> <br />Portions of the sides of a structure, and rear <br />in the case of a corner lot, which are within 50 <br />feet of any portion of the structure which faces <br />upon a public street. <br /> <br />(b) The provisions of Sections 45.1 and 45.2 shall not <br />apply to the following: <br /> <br />( 1) <br /> <br />Single and two-family dwellings and structures <br />accessory thereto. <br /> <br />(2) <br /> <br />Alterations or additions taking place in anyone <br />calendar year which have an estimated value not <br />in excess of Three Hundred Dollars ($300.00) as <br />determined by the Building Inspector. <br /> <br />(c) The provisions of this article shall apply to altera- <br />tions and additions to the exterior of the above mentioned portions <br />of structures, whether existing at the time of adoption of this <br />section or constructed thereafter. <br /> <br />SECTION 45.4 Creation of Committee. There is hereby <br />created an Architectural Committee consisting of five members, <br />one of whom shall be the Chairman of the Planning Commission or <br />another commissioner appointed by the Chairman, and four of whom <br />shall be appointed by the Council. The term of office of each <br />member other than the Planning Commission member shall be for <br />four years, provided that the initial four appointments made <br />shall be for terms of one, two, three and four years. At least <br />one member of the Committee shall be a licensed architect. The <br />Committee shall elect a chairman and secretary and shall, by <br />resolution, adopt rules providing for the holding of meetings <br />and the conducting of business. <br /> <br />81 <br />
