. . -:.. Section 45.5 ~plications. Applications for architectural review or architectural permits shall be filed with the Planning Department on forms provided by the Department. Every application shall be accompanied by three sets of maps or plats of the building site indicating the general location of all existing and proposed structures, fencing, areas reserved for landscaping, walkways, and driveways, and offstreet parking and loading facilities, and by three sets of drawings of the exterior elevations of those portions of any structure proposed to be constructed or altered as are specified in Section 45.3. Detailed construction plans need not be submitted and the expense of their preparation prior to approval of any application shall not be considered by the Committee. No fee shall be required. Section 45.6 Committee Review. The exterior architecture of each structure for whiCh ~itectural review or an architectural permit is required shall be reviewed by the Committee in order to insure that the functional arrangement and the general appearance of the structure from the street will be in keeping with the character of the area, will not be detrimental to the orderly and harmonious development of the City, and will not impair the desirability of investmen~ or occupation in the vicinity. Section 45.7 Committee Action. (a) With respect to structures for which architectural review is required pursuant to Section 45.I, the Committee shall either approve the application or recommend and suggest changes or variations in the structure as may be necessary or desirable to carry out the purposes of this ordinance. A report of the recommendations and suggestions shall be transmitted to the applicant and Building Inspector within 60 days after the filing of the application. (b) With respect to structures for which architectural permits are required pursuant to Section 45.2, the Committee shall either approve or deny the application as may be necessary to carry out the purposes of this . ordin~~ce or may approve the application subject to the applicant making such ~~anges in the location of park~ng or access facilities, architectural features or styling, landscaping areas, or fencing as the Committee finds necessary to carry out the purposes of this ordinance. Within 60 days after the filing of any permit, the permit and the approved plat and the reasons for denial, shall be transmitted to the Building Inspector. application for an architectural drawings, or a report stating to the applicant with a copy It shall be unlawful for any person to construct, erect, alter or modify any structure for which an architectural permit is required except in strict conformity with any permit issued. Section 45.8 Architectural Standards. In approving, conditionally appr~ving. or denying any application for an architectural permit, the Committee shall base its action upon the following factors: ( a) The existence of sufficient variety in the design of the structure and grounds to avoid monotony in the external appearance. (b) I The size and design of the structure shall be considered for the purpose of determining that the structure is in proportion to its building site and that it has a balance and unity among its external features so as to present a harmonious appearance.
