Applications for architectural review <br />or architectural permits shall be filed with the Planning Department on <br />forms provided by the Department. Every application shall be accompanied <br />by three sets of maps or plats of the building site indicating the general <br />location of all existing and proposed structures, fencing, areas reserved <br />for landscaping, walkways, and driveways, and offstreet parking and loading <br />facilities, and by three sets of drawings of the exterior elevations of <br />those portions of any structure proposed to be constructed or altered as <br />are specified in Section 45.3. Detailed construction plans need not be <br />submitted and the expense of their preparation prior to approval of any <br />application shall not be considered by the Committee. No fee shall be <br />required. <br /> <br />Section 45.6 Committee Review. The exterior architecture of each <br />structure for whiCh ~itectural review or an architectural permit is <br />required shall be reviewed by the Committee in order to insure that the <br />functional arrangement and the general appearance of the structure from <br />the street will be in keeping with the character of the area, will not be <br />detrimental to the orderly and harmonious development of the City, and will <br />not impair the desirability of investmen~ or occupation in the vicinity. <br /> <br />Section 45.7 Committee Action. (a) With respect to structures for <br />which architectural review is required pursuant to Section 45.I, the Committee <br />shall either approve the application or recommend and suggest changes or <br />variations in the structure as may be necessary or desirable to carry out <br />the purposes of this ordinance. A report of the recommendations and <br />suggestions shall be transmitted to the applicant and Building Inspector <br />within 60 days after the filing of the application. <br /> <br />(b) With respect to structures for which architectural permits are <br />required pursuant to Section 45.2, the Committee shall either approve or <br />deny the application as may be necessary to carry out the purposes of this <br />. ordin~~ce or may approve the application subject to the applicant making <br />such ~~anges in the location of park~ng or access facilities, architectural <br />features or styling, landscaping areas, or fencing as the Committee finds <br />necessary to carry out the purposes of this ordinance. <br /> <br />Within 60 days after the filing of any <br />permit, the permit and the approved plat and <br />the reasons for denial, shall be transmitted <br />to the Building Inspector. <br /> <br />application for an architectural <br />drawings, or a report stating <br />to the applicant with a copy <br /> <br />It shall be unlawful for any person to construct, erect, alter or <br />modify any structure for which an architectural permit is required except <br />in strict conformity with any permit issued. <br /> <br />Section 45.8 Architectural Standards. In approving, conditionally <br />appr~ving. or denying any application for an architectural permit, the <br />Committee shall base its action upon the following factors: <br /> <br />( a) <br /> <br />The existence of sufficient variety in the design of the <br />structure and grounds to avoid monotony in the external <br />appearance. <br /> <br />(b) <br /> <br />I <br />The size and design of the structure shall be considered <br />for the purpose of determining that the structure is in <br />proportion to its building site and that it has a balance <br />and unity among its external features so as to present a <br />harmonious appearance. <br /> <br />( c) <br /> <br />The extent to which the structure conforms to <br />character of other structures in the vicinity <br />the character can be ascertained and is found <br />architecturally desirable. <br /> <br />the general <br />insofar as <br />to be <br /> <br />- "82 <br />
