Box 391 <br />Redwood City, California 94064-0391 <br /> <br />~ <br /> <br />Subject: <br /> <br />Proposal to Conduct a Traffic Study for the 990 Veterans Boulevard Site Redevelopment <br /> <br />Dear Mr. Williams: <br /> <br />Hexagon Transportation Consultants, Inc. is pleased to submit this proposal to prepare a traffic analysis <br />for the proposed upgrade of the existing service station located at 990 Veterans Boulevard. The project <br />as proposed will consist of replacing the existing service station with a new service station, mini-market <br />and car wash. Our proposed scope of services is based on our experience working in Redwood City. <br />Our proposed Scope of Services, Time of Perfonnance, and Cost for Services are described below. <br /> <br />Scope of Services <br /> <br />The tasks to be included in the analysis are: <br /> <br />1. Site Reconnaissance. The physical characteristics ofthe site and the surrounding roadway network <br />will be reviewed to identify existing roadway cross-sections, intersection lane configurations, traffic <br />control devices, and surrounding land uses. <br /> <br />2. Project Trip Generation. Based on the proposed project description, site-generated traffic will be <br />estimated using the vehicular trip generation rates specified by the Institute of Transportation <br />Engineers (ITE). Reductions for pass-by trips will be applied as appropriate. Trip generation for the <br />proposed project will be calculated and the site will be credited for trips generated by the existing <br />service station on site. The project trip generation will be submitted to the City Traffic Engineer for <br />review. <br /> <br />3. Project Trip Distribution. The directional distribution of project traffic will be forecast based on <br />existing travel patterns, relative locations of complementary land uses in the area, and any pertinent <br />infonnation available from previous traffic studies. The pass-by trip distribution, which is based on <br />different traffic characteristics, will be estimated separately, based on the assumed origins and <br />destinations of the existing trips passing by the site. The project trip distribution will be submitted <br />to the City Traffic Engineer for review. <br /> <br />4. Project Trip Assignment. The site-generated traffic will be assigned to the site driveways based on <br />the trip generation and distribution discussed above. The pass-by trips will be estimated based on <br />the pass-by trip distribution. The project trip assignment will be submitted to the City Traffic <br />Engineer for review. <br /> <br />5. Evaluation of Site Access, On-Site Circulation and Parking.
