<br />DES:djk 04/08/93 <br /> <br />(061/34) <br /> <br />a RIG I N A L <br /> <br />4/1Z/93 <br /> <br />---------- <br /> <br />RES 0 L UTI 0 N <br /> <br />N O. <br /> <br />11962 <br /> <br />RESOLUTION OPPOSING PROPOSED <br />STATE LEGISLATURE <br /> <br />CUTS <br /> <br />IN <br /> <br />LOCAL FUNDS BY <br /> <br />WHEREAS, <br /> <br />the <br /> <br />Legislature <br /> <br />of <br /> <br />the <br /> <br />State <br /> <br />of <br /> <br />California <br /> <br />has <br /> <br />failed to recognize the depth of the current economic recession; <br /> <br />and <br /> <br />WHEREAS, the State government for the past several years has <br /> <br />over-estimated income and sales tax revenues; and <br /> <br />WHEREAS, the State Legislature continues to pass legislation <br /> <br />assigning programs to local governments without regard to costs <br /> <br />in a faltering economy; and <br /> <br />WHEREAS, the State Legislature is attempting to correct its <br /> <br />own <br /> <br />serious <br /> <br />budget <br /> <br />deficit <br /> <br />through <br /> <br />Draconian <br /> <br />cuts <br /> <br />in <br /> <br />funds <br /> <br />allocated to local governments; and <br /> <br />WHEREAS, <br /> <br />local governments, <br /> <br />including cities and counties, <br /> <br />provide essential services such as police and fire protection; <br /> <br />and <br /> <br />WHEREAS, <br /> <br />cities <br /> <br />and <br /> <br />counties <br /> <br />throughout <br /> <br />California <br /> <br />are <br /> <br />suffering severe financial distress; and <br /> <br />WHEREAS, <br /> <br />cities <br /> <br />and <br /> <br />counties <br /> <br />are <br /> <br />required <br /> <br />to <br /> <br />provide <br /> <br />State-mandated services without adequate funding; and <br /> <br />WHEREAS, <br /> <br />cities <br /> <br />have <br /> <br />been <br /> <br />contributing <br /> <br />more <br /> <br />than <br /> <br />$240 <br /> <br />million per year <br /> <br />in <br /> <br />local dollars <br /> <br />to <br /> <br />the <br /> <br />State <br /> <br />General <br /> <br />Fund <br /> <br />through <br /> <br />cigarette <br /> <br />taxes, <br /> <br />trial <br /> <br />court <br /> <br />funding, <br /> <br />and <br /> <br />other <br /> <br />fees <br /> <br />levied in the last two years; and <br /> <br />WHEREAS, property taxes and vehicle license fees represent a <br /> <br />substantial component of the <br /> <br />funding base of cities, <br /> <br />allowing <br /> <br />
