<br />DES:djk 04/08/93 <br /> <br />(061/34) <br /> <br />them to provide essential <br /> <br />services, <br /> <br />including police <br /> <br />and <br /> <br />fire <br /> <br />protection; and <br /> <br />WHEREAS, property tax revenues had been dedicated to local <br /> <br />governments after the passage of Proposition 13 (Cal. Const. Art. <br /> <br />XIII) <br /> <br />as <br /> <br />a permanent, <br /> <br />stable <br /> <br />and <br /> <br />long-term <br /> <br />solution to <br /> <br />local <br /> <br />financial problems; and <br /> <br />WHEREAS, <br /> <br />the State government has attempted to reduçe its <br /> <br />own budgetary deficits by raiding local <br /> <br />funds, <br /> <br />such as liquor <br /> <br />license fees, <br /> <br />highway carrier uniform business taxes, <br /> <br />business <br /> <br />inventory property tax relief, <br /> <br />cigarette taxes, <br /> <br />drinking water <br /> <br />regulation fees, <br /> <br />booking fees, <br /> <br />and property tax administration <br /> <br />charges and fines and forfeitures; and <br /> <br />WHEREAS, such raids, if continued, shall imperil support for <br /> <br />police and fire protection, thereby compromising public safety; <br /> <br />and <br /> <br />WHEREAS, <br /> <br />there is a dire need for long-term budgetary and <br /> <br />constitutional reform at the State level; and <br /> <br />WHEREAS, if current proposed reductions in revenues to this <br /> <br />City resulting <br /> <br />from the State government' s diversion of local <br /> <br />revenues to its own use come to fruition, essential local public <br /> <br />services ultimately must be reduced to the detriment of residents <br /> <br />of this City and the State; <br /> <br />NOW, THEREFORE; <br /> <br />BE IT RESOLVED BY THE COUNCIL OF THE CITY OF REDWOOD CITY, <br />AS FOLLOWS: <br /> <br />1. <br /> <br />This Council hereby urges the Governor and the State <br /> <br />Legislature to refrain from diverting local revenue sources in <br /> <br />2 <br /> <br />11962 <br /> <br />. . a.._..,.._a "'--"T <br />
