<br />U~~;UJ~ V~/VO/JJ <br /> <br />\VU-'-/->'"%/ <br /> <br />order to provide short-term solutions to perceived State budget <br /> <br />reductions, and further urges the State Legislature and Governor <br /> <br />to <br /> <br />develop <br /> <br />responsible, <br /> <br />long-term <br /> <br />fiscal <br /> <br />and <br /> <br />constitutional <br /> <br />reforms which acknowledge and preserve the need for a dependable <br /> <br />revenue source for essential local services. <br /> <br />2. <br /> <br />This Council <br /> <br />further urges <br /> <br />the State Legislature and <br /> <br />Governor to enact legislation and institute practices which will <br /> <br />close <br /> <br />tax <br /> <br />"loopholes", <br /> <br />raise <br /> <br />State <br /> <br />revenues <br /> <br />without <br /> <br />using <br /> <br />or <br /> <br />reducing local funds, and continue in effect the current 1/2 cent <br /> <br />sales tax. <br /> <br />3. <br /> <br />This Council further urges the Governor and the State <br /> <br />Legislature <br /> <br />to <br /> <br />support <br /> <br />enactment <br /> <br />of <br /> <br />legislation <br /> <br />and <br /> <br />constitutional amendments which will provide for simple majority <br /> <br />approval of bond issues and taxes, make specific revisions to the <br /> <br />tax system and meet the future needs of the California economy. <br /> <br />4. <br /> <br />This <br /> <br />Council <br /> <br />further <br /> <br />urges <br /> <br />the <br /> <br />State <br /> <br />government <br /> <br />to <br /> <br />cease <br /> <br />the <br /> <br />effectiveness <br /> <br />of, <br /> <br />and <br /> <br />suspend, <br /> <br />any <br /> <br />and <br /> <br />all <br /> <br />State-mandated programs which are unfunded by the State. <br /> <br />5. <br /> <br />The City Clerk <br /> <br />is <br /> <br />hereby authorized <br /> <br />and directed to <br /> <br />transmit a certified copy of this resolution to the Association <br /> <br />of <br /> <br />Bay <br /> <br />Area <br /> <br />Governments, <br /> <br />the <br /> <br />City/County <br /> <br />Association <br /> <br />of <br /> <br />Governments, <br /> <br />the <br /> <br />Honorable <br /> <br />President <br /> <br />and <br /> <br />Members, <br /> <br />Board <br /> <br />of <br /> <br />Supervisors, County of San Mateo, the Honorable Byron Sher, State <br /> <br />Assemblyman, <br /> <br />the <br /> <br />Honorable <br /> <br />Jacqueline <br /> <br />Speier, <br /> <br />State <br /> <br />Assemblywoman, and the Honorable Rebecca Morgan, State Senator. <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />3 <br /> <br />11962 <br /> <br />,..--_...... ...._--_......_....
