<br />/ð-ðd <br /> <br />4. <br /> <br />COURTHOUSE FAÇADE RECONSTRUCTION AND PLAZA PROJECT - <br />CERTIFICATION OF FINAL ENVIRONMENTAL IMPACT REPORT (FEIR) (EA <br />2005-1 ) <br /> <br />Project Description: To reconstruct the façade of the 1910 San Mateo Historic <br />Courthouse and to demolish the 1939 San Mateo County Courthouse South <br />Annex in order to construct an adjacent urban plaza. <br /> <br />Staff is recommending that the Planning Commission Certify the Final <br />Environmental Impact Report subject to attached findings. . <br /> <br />Principal Planner Jany explained that because the Annex is considered historic, <br />its demolition will cause a Significant Unmitigatable Impact. He added that there <br />is no mitigation for demolition, and explained that the EIR will focus on the <br />Cultural Resource category. Mr. Jany said that the EIR's role is to analyze and <br />provide information on impacts per the California Environmental Quality Act <br />CEQA. <br /> <br />Mr. Jany explained that the City Council has stayed very close to this project <br />since its inception. The City Council is the approval body for this project, and has <br />led a series of public workshops and meetings, which have been documented in <br />the EIR. He said that in contrast with past EIR processes, the Council will be the <br />body in charge of adopting a Statement of Overriding Consideration/Resolution <br />at the time of project approval. <br /> <br />Mr. Jany said there are three parts of the project, which cannot occur until the <br />City enters into an agreement with San Mateo County for the following: . <br /> <br />,. Agreement for Control of the Project Area <br />, Demolition of the South Annex <br />,. Courthouse Façade Reconstruction <br />>- Development.of a Courthouse Plaza <br /> <br />Mr. Jany explained that demolition of the Annex is what causes the <br />environmental impact, and listed the following items, which would establish <br />compliance with the Secretary of Interior Standards for Reconstruction. <br /> <br />>- Documentation of the South Annex (Historic American Building Survey <br />Photographic Standards, and Salvage of significant items listed in the <br />Historic Building Survey). <br /> <br />>- Avoiding removal of the windows of the West elevation of the Old <br />Courthouse, and protecting the resource. <br /> <br />Page 2 of 10 <br />
