He said the end result will lead to a Community benefit, (Le., a <br />historic façade restoration and usable public space plaza), which will be a <br />community amenity for the current and future generations. <br /> <br />Ms. Shiela McElroy, Principal of Circa Historic Consultants, explained how an'd <br />why project compliance with CEQA must occur with respect to the Secretary of <br />the Interior Standards for Reconstruction. <br /> <br />Chair Paulson asked about taking molds of the Friezes as a mitigation measure. <br /> <br />Mr. Jany said in looking into the requirements regarding the demolition of these <br />resources, there are one of two things that can be done: (1) save it, or (2) <br />preserve it. He said it would be quite expensive to do "form-molding" for two <br />reasons: (1) the panels are very large and difficult to mold in one event, and (2) <br />they are very high up, so it is very hard to mold the panels without a significant <br />cost. Mr. Jany said that the Historic American Building Survey (HABS) standard <br />was used. This involves careful recordation via photographic documentation of <br />elements such as bas-reliefs. Carey & Company wrote up the Historic Building <br />Survey Report (in back of the EIR), and took head-on shots of the Friezes, so <br />they could be outlined in drawing form and then reproduced is scale form on <br />paper, in the event the community would desire to reproduce these graphic <br />designs. <br /> <br />Ms. McElroy said Caring Company is moving rapidly and methodically in <br />documenting the South Annex, according the HABS Standard. <br /> <br />Commissioner Piulle asked who will keep the data of the photographs and <br />documentation. <br /> <br />Ms. McElroy said typically, it will be kept in the County's Archives. <br /> <br />Commissioner Piulle wanted to make sure that it is identified and kept in the <br />records where the data of photographs and documentation will stay, so it is easily <br />retrieved/accessed. <br /> <br />Mr. Jany said there will be two places where the drawings can be found: (1) <br />where the original drawings of the Courthouse Building are now, and (2) in the <br />City Archives (Carl Volmeyer Room in the Main Library - 2nd floor mezzanine), <br /> <br />Page 3 of 10 <br /> <br />. ..",-_.............., ,""-""'---"-"""""----""'----"--.""-"""--"""'" <br />
