<br />/t!-/ <br /> <br />REPORT <br /> <br />To the Honorable Mayor and City Council <br />And the Redevelopment Agency Board <br />From the City Manager and the Executive Director <br /> <br />April 25, 2005 <br /> <br />Subject <br />Amendment No.2 to the Courthouse Plaza Design Agreement with Freedman Tung & Bottomley <br />(FTB) authorizing the preparation of construction drawings and construction support services for <br />the Courthouse Plaza. <br /> <br />Recommendation <br />Approve Amendment No.2 to the Courthouse Plaza Design Agreement with FTB in the amount <br />of $783,047 to prepare construction drawings and provide construction services for the <br />Courthouse Plaza and authorize the Redevelopment Manager to execute the amendment to the <br />agreement. <br /> <br />Background <br />One of the keys to restoring Redwood City's historic downtown as the social and symbolic "heart <br />of the city" is the creation of an open plaza in front of the Courthouse which houses the San <br />Mateo County History Museum. The Courthouse Plaza will be a community gathering place for <br />residents and visitors of Redwood City as well as the people of the County and will make a <br />significant contribution to the identity and investment climate of both the City and the County. <br /> <br />In recognition of the importance of the envisioned public plaza and the reconstruction of the <br />Courthouse façade, the City agreed to be the lead agency for the restoration of the historic <br />Courthouse façade requiring the removal of the Broadway annex, the first major component of <br />making the plaza a reality. The Council has approved contracts with OPR and OES for design <br />and construction related services for the façade restoration totaling $483,168. Funding of $5.2 <br />million has been allocated for the façade restoration work as part of the downtown funding plan <br />approved by the Agency Board. <br /> <br />On April 28, 2003 the Agency Board approved a contract for $195,585 with FTB for the initial <br />design of the plaza. This contract was awarded based upon the recommendation of the Council <br />Courthouse Renovation Committee after a lengthy process that included staff review of <br />statements of qualifications from eleven (11) design firms, site visits, and interviews. Three <br />main criteria were used in the selection process: (1) community participation process for <br />creating the design; (2) historic reference and acknowledgment; and (3) the demonstrated ability <br />of the firm to create a comfortable, useable public space. <br /> <br />FTB's detailed scope of services included an extensive community workshop process, <br />involvement of the Courthouse Restoration Committee and local history groups, and the <br /> <br />REDEVSHARED_2005 STAFF REPORTS_AGREEMENTS_O4-2005_Staff Report Amend 2 to FTB Courthouse Plaza <br />SMce <br /> <br />1 <br /> <br />. ..,,-...,..... .'-' .T- <br />
