/'t!-æ

development of several conceptual design alternatives as well as a final design
recommendation. Ultimately, three community workshops and three joint City Council/Planning
Commission/Architectural Review Committee study sessions were held. In response to the
public input and deliberation process, the original $195,910 contract was amended to provide
another $15,658 for the development of additional design concepts and the third joint study
session. A conceptual design was approved by the Council at the third study session on
February 7,2005. The Council requested some additional work on the colurms of the pavilions,
. which will be provided as part of services specified in this amendment.

As originally contemplated, FTB has submitted a proposal to prepare the construction drawings
for the approved design concept. The proposal, which includes detailed scope of services for all
of the sub-consultants except the cost estimator, has been reviewed by staff and an amendment
to the original design services contract prepared (Amendment No.2). The amendment is similar
to a "task order" typical for other City capital projects. The complete Amendment No.2 which
contains the proposal as Exhibit A is available for review in the Clerk's office. The total budget
for the construction drawings is $783,047. This budget includes final design development,
construction documents, and post-bid and construction phase services. It is summarized in
Attachment 1. The costs are also summarized and categorized by FTB and sub-consultants as
follows:

FTB
SFE landscape Architecture
FMG Architects (for special features)
Carlile Macy (civil engineering services)
Carlile Macy (hydro-mechanical services)
HLB Lighting Design
OLMM (structural)
Peter Kogan (electrical and mechanical)
Richard Warsinger (architectural cost estimator)
PROJECT BUOGET TOTAL

$230,255
113,176
227,452
62,604
58,168
44,650
21,087
21,087
4,568
$783,047

It is anticipated that the drawings will be completed by Oecember 2005 with bidding to
immediately follow. The anticipated completion date of the plaza is the summer of 2006, but
until FTB is further along with the construction drawings, we can't be certain of the completion
date.

The original contract ($195,910) and the two amendments ($15,658 and $783,047) total
$994,615.

Alternatives
1. Oiscontinue work on the Courthouse Plaza. This is clearly inconsistent with previous
Agency/Council actions and policies.

2. Solicit proposals from another firm to prepare construction drawings. This is not
recommended. The design for the plaza has evolved as a collaborative process with FTB,

REDEVSHARED_2005 STAFF REPORTS_AGREEMENTS_O4-2005_Staff Report Amend 2 to FTB Courthouse Plaza
SMce

2
