J <br /> <br />REPORT <br /> <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />April 25, 2005 <br /> <br />Subject <br />Redwood City Recycled Water Project - Production and Delivery of Recycled Water <br /> <br />Recommendation <br />By Motion: <br />1. Approve engineering plans and specifications titled Redwood City Recycled Water <br />Project, Phase 1, Plans for the Construction of SBSA Facilities Project - Dual Media <br />Filter (DMF) Modifications <br />2. Request that the SBSA Commission approve aforementioned plans and <br />specifications and authorize the call for bids, pursuant to the terms and conditions of <br />the Agreement for Production and Delivery of Recycled Water ("Agreementj <br />between the South Bayside System Authority and the City of Redwood City <br /> <br />Background <br />In August 2003 the City Council approved a broadly defined, flexible project, filed a <br />California Environmental Quality Act Notice of Oetermination, and formed a citizen <br />community task force to provide input on the implementation of the project. The Council <br />charged the Task Force with the "goal to identify 1,946 acre-feet per year of potable water <br />demand reductions by 2010, in a financially feasible manner, that avoids using recycled <br />water at schoolyards, parks, and playgrounds". The Task Force completed their work in -. <br />March 2004 and unanimously recommended that the City implement an alternative that <br />through a combination of recycled water use, replacement of natural turf playing fieldswith <br />synthetic turf, continued use of groundwater at Sequoia High School, ~nd additional water <br />conservation programs, achieves an estimated 2,002 acre feet per year of potable water <br />demand reductions. The City Council accepted the Task Force Report and directed staff to <br />return with various implementation actions for their consideration. <br /> <br />The Redwood City Recycled Water Project will be implemented in phases and smaller, <br />discrete projects over the next several years, beginning with some recycled water delivery <br />in the 2006 irrigation season. The initial service area will include commercial portions of <br />Redwood Shores and the Greater Bayfront area, with future expansion possible into <br />Central Redwood City. The major components of the Project are: <br />1. Treatment improvements consisting of filter modifications, chemical feed addition <br />and filtered water line at the SBSA site - owned and operated by SBSA <br />2. Disinfection facility consisting of new chlorine contact chamber at the SBSA site - <br />owned by Redwood City, operated by SBSA <br />3. Storage and pumping facilities located inside the SBSA plant property (includes a <br />back-up supply line for potable water) - owned and operated by Redwood City <br />4. Distribution system consisting of new transmission pipelines throughout the water <br />service area, in street rights-of-ways - owned and operated by Redwood City <br /> <br />Page 1 of 2 <br /> <br />.."
