Retrofits will occur as each property owner has agreed to convert <br />to recycled water for landscape irrigation and industrial uses. <br /> <br />This project directly addresses the treatment improvements component (above-mentioned <br />major component no. 1) of the Recycled Water Project. It adds the following <br />enhancements to the existing SBSA sewage treatment plant configuration to allow for <br />production of recycled water: new coagulant polymer storage and dosing (treatment) <br />system, new reinforced concrete observation boxes, new sodium hypochlorite dosing <br />(disinfection) system, new filtered water pipelines to the under-constructed disinfection and <br />storage facility; and other associated incidental work. <br /> <br />The Project plan calls for this facility to be designed and constructed by SBSA and paid for <br />by Redwood City. Upon completion of construction and acceptance by the City the <br />facilities ownership will remain with SBSA, who will be responsible for operation of these <br />facilities, while the City will operate the adjacent new storage and pumping facilities. <br /> <br />The plans and specifications for the construction of the Redwood City Recycled Water <br />Project, Phase 1, Plans for the Construction of SBSA Facilities Project- Dual Media Filter <br />(DMF) Modifications were prepared by Kenney/Jenks Consultants, Inc. of Palo Alto, CA, <br />and are at 100% completion. Bid documents have been reviewed and compiled by the <br />project construction manager, the Covello Group. The schedule milestones are: <br />. April 26 - SBSA Commission approval of plans and specifications, call for bids <br />. May 5 - Bid packages available to bidders <br />. June 9 - Bid opening <br />. June 13 - Council considers approval of low bid <br />. June 15- SBSA Commission considers award of contract <br />. Construction will begin in July 2005 and be completed in April 2006. <br /> <br />Alternative <br />Do not approve engineering plans and specifications titled Redwood City Recycled Water <br />Project, Phase 1, Plans for the construction of SBSA Facilities Project - Dual Media Filter <br />(DMF) Modifications, and do not request that the SBSA Commission approve <br />aforementioned plans and specifications and authorize the call for bids, which would be <br />contrary to prior action. <br /> <br />Fiscal Impact <br />The estimated cost of this project is $1,560,000.00, which is consistent with the project <br />cost estimates included in the Water Financing Plan, 2004 Update. The Plan was <br />approved by the City Council on January 24, 2005, concurrent with the Council's <br />authorization to issue Water Revenue Bonds to finance the construction of Phase One of <br />the Recycled Water Project.
