<br />7A .. ~ <br /> <br />Bob Weller, a representative of Hammett and Edison, was in attendance to provide <br />testimony of the health effects from the combined Verizon and Cingular antenna <br />installation. At the meeting Mr. Weller offered to take existing RF readings of concerned <br />residents at their respective properties. Two residents asked to have their properties <br />tested. According to Hammett and Edison, the highest allowable limit is 580 micro watts. <br />The two properties measured at levels of 0.110 and 0.013. <br /> <br />Even allowing for "worst case condition," with the additional contribution of the proposed <br />Cingular facility, the typical levels are 1,000 times or more below the public exposure limit <br />established by the FCC at these locations. <br /> <br />Other issues were discussed at the community meeting. There were several concerns of <br />noise created by the proposed installation. The conditions of approval for the proposed <br />project state that an acoustical study must be done after installation to be sure the site is in <br />compliance and that if it if found to be above the ambient level noise abatement steps must <br />be taken to put the site in compliance. <br /> <br />Appellant's Issues <br />On November 12, 2004, Mary Browne and Gerald Nagel (in conjunction with additional <br />neighbors) appealed the decision of the Zoning Administrator. The appellants are <br />concerned about the placement of an additional wireless telecommunication facility at the <br />church property. The appellant has cited that the proposed application "violates a contract" <br />and represents additional health concerns stemming from the radiation associated with the <br />proposed use. At the February 28, 2005 City Council meeting additional testimony was <br />provided stating the on going health concerns of the neighborhood residents. <br /> <br />Alternative <br />Uphold the appeal, thereby prohibiting the installation of the wireless telecommunications <br />facility proposed by the Alaris Group on behalf of AT&T Wireless. <br /> <br />Fiscal Impact <br />None <br /> <br />Conclusion <br />The Zoning Administrator, in conjunction with the Architectural Review Committee, <br />reviewed the application of the Alaris Group (on behalf of A T& T Wireless) on its individual <br />merits and determined that the application with the incorporation of the conditions of <br />approval was consistent with the requirements of Article 38 of the Redwood City Zoning <br />Ordinance as well as the Architectural character of the existing church and did not present <br />any additional visual, noise, or operational impacts that would adversely affect the <br />surrounding land uses. <br /> <br /> <br />0 atterson <br />n' Development Services Director <br /> <br />rJLwß- <br /> <br />Ed Everett <br />City Manager <br /> <br />ø~ <br /> <br />~Iake Lyon <br />Project Planner <br /> <br />Attachments: <br />1.
