development, implementation, and sustainability of the purpose of this
Agreement.
D) To identify which resources will be provided by each Party to support and further
the purpose of ACSD.

2) PROJECT PURPOSE AND VISION
A) The ACSD will engage two Bay Area communities in San Mateo Coun:y,
Redwood City and the mid-coast community of San Mateo County, in a three-
year process of supporting effective and sustainable community schools. For
purposes of this Agreement, "Community Schools" are defined as "Educational
institutions that combine the rigorous academics of a quality school with a wide
range of vital in-house services, supports, and opportunities for the purpose of
promoting children's learning and development. The Community School unites
the most important influences in children's lives - school, families, and
communities - to create a web of support that nurtures their development toward
productive adulthood."
B) The ACSD will support the Schools in developing and implementing a strategic
action plan that will support the community in transforming the schools into
Community Schools. These schools will incorporate several design features
shared by successful Community Schools including: shared leadership,
comprehensive family and youth resources, academic supports, and youth
engagement.
C) The ACSD will bring together a leadership team from the community for quarterly
academy sessions geared toward planning, implementation, and sharing lessons
between Redwood City and the mid-coast community of San Mateo County.
Throughout the process and between sessions, the participating communities will
be supported by a team of Gardner Center staff members, affiliated faculty, and
graduate students with expertise in community youth development research,
practice and policy. Stakeholders of Community Schools experienced in
implementing this approach will also be invited to share lessons, pose questions,
and provide resources and tools to the participating communities.

3) ORGANIZATIONAL ROLES AND RESPONSIBILITIES
The following roles and responsibilities will be carried out through a mutually agreed
upon timeline.
A) Obliqations Of The Gardner Center
i) Develop a framework for Community Schools.
ii) Convene academy sessions and facilitate cross-community activities and
events.
Provide tools, information and resources for the oversight of
implementation, evaluation, and promotion of local and cross-site project
activities to promote the Community School design features - shared
leadership, comprehensive family and youth resources, academic
supports and youth engagement.

iii)

Atty/Agr/Agr.178
042104

2
