B. California Environmental Quality Act (CEQA). LOCALITY <br />shall certify that it has met applicable 'CEQA regulations in <br />designating the Commitment Area( <br /> s). <br /> <br /> C. Affirmative Action. LOCALITY shall assist CHFA in <br />implementing a program of Affirmative Action for contractors and <br />subcontractors involved in the rehabilitation or construction of <br />housing financed by CHFA Loans. <br /> <br /> 1. ~here LOCALITY maintains a list of contractors who have <br /> submitted to LOCALITY a LOCALITY approved Affirmative <br /> Action Program which meets the requirements of CHFA, <br /> such program may be used to satisfy this requirement. <br /> <br /> 2. Where a contractor is selected other than from the <br /> LOCALITY approved list, LOCALITY is required to assist <br /> such contractors to design and implement an Affirmative <br /> Action Program required by CHFA. LOCALITY shall assure <br /> CHFA that the requirements of C~rtificate #001 or #00la <br /> (Individual Borrower's Equal Opportunity/Affirmative <br /> Action Certificate or Developer's/Rehabilitator's Equal <br /> Opportunity/Affirmative Action Certificate), which is <br /> executed by the borrower and contractor on each <br /> rehabilitation/new construction Loan financed, are met. <br /> (Certificate #001 and #00la are attached hereto and <br /> incorporated herein by this reference). <br /> <br /> D. Relocation. LOCALITY shall be responsible for certi- <br />fying for--~ns in Mortgage Assistance Areas {Certificate <br />#00nb, attached hereto) that with respect to each Loan for each <br />unit in a rental property not occupied by the borrower that <br />either: <br /> <br /> 1. Renters will not be displaced as a result of the Loan; <br /> <br /> or <br /> <br /> 2. LOCALITY will bear full responsibility for necessary <br /> relocation advisory assistance and payments as <br /> prescribed by law and CHFA regulations. <br /> <br /> Nothing in this section precludes a LOCALITY from selecting <br />only those properties not requiring relocation for financial <br />assistance. <br /> <br /> To satisfy the requirements of this section, LOCALITY may <br />accept documentation from a participating CHFA lender that no <br />displacement will occur. <br /> <br /> E. Public Improvements and Services. LOCALITY agrees to <br />provide such supporting neighborhood public improvements and <br />services to support the HOHI Program as have been determined <br />appropriate by CHFA in its resolution designating the area as a <br />Neighborhood Preservation Area. <br /> <br /> 8/80 <br /> <br /> <br />
