Speaking as the manager for facilities and land use of the Childcare <br />Coordinating Council, his message was to strongly incorporate childcare into the <br />General Plan. <br />Peggy Bruggman stated that the neighborhood meetings were helpful but were <br />on the City's terms and discussion of topics of larger importance were not up for <br />discussion. So far, the residents have not had the opportunity to think and dream <br />big and if that input is not received, people will feel left out. She suggested <br />honesty about what is at stake in order to get people to participate and give <br />people assurances that things will not go away. <br />Lynn Trullio stated that she felt constrained at the neighborhood meetings and <br />supported forums. She stated that there should be a vision for the Bayfront that <br />supports environmental protection and restoration as a primary goat. <br />Clem Molony commented on the theme of developing in the right places. He <br />stated that the visioning study was a good process and his dislike is that the <br />visioning study did not get completed well. He encouraged a complete planning <br />document be developed. <br />Recess. 9 :00 -9:10 p.m. <br />Additional themes brought up by Council and the Planning Commission were <br />promoting economic development, economic diversity, promoting diversity, <br />promoting of youth and seniors, defining and raising of neighborhoods to City <br />standards, and gaining control of problem neighborhoods. <br />Other points made were using Pasadena's principles in the General Plan, use of <br />the Ahwanee Principles as the basis for structuring the General Plan and use of <br />the RWC 2020 town hall model for meetings. Use of guiding principles, use of <br />Ahwanee principles or looking at San Mateo County's plans, goals and guiding <br />principles was supported. <br />Public Comment: <br />Joe LeClaire stated that success in developing a broad vision for the General <br />Plan that represents the greatest possible input involvement from citizenry <br />requires development and implementation of a public process that provides <br />many opportunities for public input. He stated his belief that one or two public <br />discussions of the big picture issues will be necessary to ensure the adequate <br />public solicitation. A mail -in or web based survey may be necessary to achieve a <br />more representative sample.
