A. Selection of Workers' Compensation Excess Insurance Policy <br />Human Resources Director Rivera -Pena explained the background leading to <br />the proposal and the reason the City joined Bay Cities Joint Powers Insurance <br />Company (BCJPIC). She further explained the objectives for seeking alternatives <br />and the options available. <br />Council Members asked various questions. <br />Recommendation: <br />M/S Howard /Pierce to approve, by motion, the authority to terminate membership <br />with Bay Cities Joint Powers Insurance Authority and return to Council with a <br />contract to join the California Public Entity Insurance Authority (CPEIA) for its <br />excess insurance coverage effective July 1, 2005 and ending June 30, 2006. The <br />motion includes staff direction to pursue the feasibility of the San Mateo County <br />cities forming a JPA. The motion passed by a unanimous voice vote by those <br />present with Council Member Foust absent. (902) MINUTE ORDER 05 -60 <br />B. Downtown Parking Management Plan Presentation <br />Downtown Development Coordinator Zack gave his presentation that showed <br />the parking during peak times in the Downtown and an overview of managed <br />parking. <br />Council asked various questions. <br />Council comments included that a simple plan is best, the permit system with <br />care in pricing is good, urging of safety precautions if parking is expected to <br />move outward, consideration of valet service, signage to advertise the various <br />available parking areas and that the parking district concept is important. Interest <br />was also expressed in studying Palo Alto's parking plan, consideration of drop - <br />off zones for those with limited walking capabilities <br />Recommendation: <br />Receive information. Legislation (information only) - This sub - section involves possible discussion of <br />City Position on Proposed Legislation described in the League of California <br />Cities Priority Focus Bulletin No. 13 -2005. Council may direct staff to act on <br />positions taken by Council.
