EXHIBIT A <br /> <br /> Management Goals and Guidelines <br /> <br />The following standards shall apply: <br /> <br /> 1. Heron Court shall adhere to the code of conduct <br /> provisions required by OMB Circular A-102, <br /> Attachment tO) paragraph (7) attached. <br /> <br /> 2. The City shall have the same access to the records <br /> of Heron Court as those accorded to the U. S. <br /> Department of Housing and Urban Development. <br /> <br /> 3. The City shall receive copies of all agendas <br /> and meeting notices, and the minutes of all <br /> meetings. Material distributed with agendas <br /> will also be provided. <br /> <br /> 4. The City shall receive copies of all financial <br /> reports as they are produced, including but <br /> not limited to budgets and budget revisions, <br /> and monthly income and expense reports. <br /> <br /> <br />
