EXHIBIT "A"

Kenr~dy Je~k&~Chilton

SCOPE OF WOPIC

RATER AND SEYER RATE STUDY

The proposed scope of the study has been divided into the task areas
listed below:

]NVEST]GATXON

Review and analyze significant aspects of financing the sewer and water
utilities, including:

]. Examination of the present and prospective financing needs of
the City's several service areas.

2. A study of the present facilities, the recommended
improvement program, and the costs and associated benefits of
the systems.

3. A review of the City's annual water and sewer revenue and
expenses.

4. An evaluation of the present water and sewer rates and
connection and extension policies.

RATE ANALYSIS

In order to determine the City's water user profile, we will assemble
and prepare a consumption water block study based on a two (2} percent
sample of the annual water billing records. Based on the consumptive
block analysis of the current rates and charges, and on the financing
plan, we will:

1. Recommend an equitable system of water rates for
the various classes of customers within the City.

2. Estimate the impact of reduced water usage during the
current drought on sewer and water expenses and
revenues.

3. Review extra pump maintenance and energy costs to
service areas outside the City to use in determining a
higher rate for customers outside the City.
