EXHIBIT "A" <br /> <br /> Kenr~dy Je~k&~Chilton <br /> <br /> SCOPE OF WOPIC <br /> <br /> RATER AND SEYER RATE STUDY <br /> <br />The proposed scope of the study has been divided into the task areas <br />listed below: <br /> <br />]NVEST]GATXON <br /> <br />Review and analyze significant aspects of financing the sewer and water <br />utilities, including: <br /> <br /> ]. Examination of the present and prospective financing needs of <br /> the City's several service areas. <br /> <br /> 2. A study of the present facilities, the recommended <br /> improvement program, and the costs and associated benefits of <br /> the systems. <br /> <br /> 3. A review of the City's annual water and sewer revenue and <br /> expenses. <br /> <br /> 4. An evaluation of the present water and sewer rates and <br /> connection and extension policies. <br /> <br />RATE ANALYSIS <br /> <br />In order to determine the City's water user profile, we will assemble <br />and prepare a consumption water block study based on a two (2} percent <br />sample of the annual water billing records. Based on the consumptive <br />block analysis of the current rates and charges, and on the financing <br />plan, we will: <br /> <br /> 1. Recommend an equitable system of water rates for <br /> the various classes of customers within the City. <br /> <br /> 2. Estimate the impact of reduced water usage during the <br /> current drought on sewer and water expenses and <br /> revenues. <br /> <br /> 3. Review extra pump maintenance and energy costs to <br /> service areas outside the City to use in determining a <br /> higher rate for customers outside the City. <br /> <br /> <br />
