Review connection fees for both water and <br /> sewer services. <br /> <br />FINANCING ALTERNATIVES <br /> <br />We will review the alternative financing mechanisms available to the <br />City for financing the improvements listed in the Master Plans, <br />discussing general and practical limitations and costs applicable to <br />each method. In addition to pay as you go financing, alternative <br />financing methods to be examined include: <br /> <br /> ]. General obligations bonds; <br /> <br /> 2. Revenue bonds; <br /> <br /> 3. Short term borrowing; <br /> <br /> 4. Special assessment proceedings; and <br /> <br /> 5. Forms of leasing financing such as joint power authority, <br /> non-profit corporation bonds, and certifications of <br /> participation. <br /> <br />RATE AND FINANCING PLAN <br /> <br />Prepare and submit a report of findings based on the review described <br />above, analyzing financing alternatives for the master plans and making <br />recommendations based on the City's needs and resources. Examine <br />methods for raising revenues required to pay water and sewer costs, and <br />make recommendations. If changes are believed advisable in operating <br />procedures or rates for water and sewer services, discuss these changes <br />and make appropriate recommendations. Submit a preliminary report <br />draft to the City for review and comment. Thereafter, furnish ten (10) <br />copies of the completed report. The report will include a five {5) <br />year revenue and expense projection for water and sewer enterprises, <br />and a comparison of existing and proposed rates and charges for a <br />typical residence. <br /> <br />GENERAL CONSULTATION <br /> <br />Following completion of our report, remain available for a period of <br />one hundred eighty (]80) days to provide general consultations to the <br />City regarding implementation of report recommendations. The <br />cooperation of the City staff will be required in obtaining financial <br />data including original cost of existing facilities, current operating <br />data, audits, budgets, and engineering studies. <br /> <br /> <br />
