Exhibit "A"

Kennedy/Jenks/Chilton
Consulting Engineers
543 Byron Street
Palo Alto, California 94301
415-326-2570
27 March 1989 ~. ,

Mr. Jon Lynch 9 '~ q¢~
Senior Civil Engineer ~
City of Redwood City ;
P.O. Box 478
Redwood City, CA 94064

Subject: Proposal for Construction Management Services
Veterans Boulevard Bridge Reconstruction
K/J/C 89-17-G

Dear Jon:

As Dan Bufton and I discussed with you on Wednesday, we are pleased to
provide you with a proposal for Construction Management (CM) services on
rebuilding the Veteran's Boulevard bridge at Redwood Creek. Staffing for
this project can be combined with our ongoing CM services for Water Storage
Reservoir Number 2 and result in a high-quality and cost-effective solution
for both projects.

Our proposal briefly is that the construction management of both projects be
under the direction of Dan Bufton with Rey Chan serving as resident engineer
for both projects. A copy of Rey's biography is enclosed for your review.
We would provide construction inspectors from our Palo Alto office when
needed to assist Rey. We have enclosed the biographies of Don Ervin and Mike
Thompson who are available to provide construction inspection services. We
feel that this approach has distinct advantages to the City in that we will
be better able to tailor CM-resources to each project's needs. Our proposal
approach is discussed in more detailed below.

Our Approach

As the inspection services required during the course of constructing an
engineering project vary as a function of the type of construction activity
and the contractor's intensity level, we propose the flexible use of Rey
Chan's time to provide basic resident engineering services to both projects.
Recognizing that the construction of the Veteran's Boulevard bridge will lag
the start of construction of the Redwood Shores Water Storage Reservoir No. 2
and the relatively close proximity of both projects, we feel that the shared
use of a registered civil engineer represents the most cost-effective means
of providing competent on-site engineering/inspection services.
