Development Fee Study <br />Principal Planner Passanisi introduced the Coro Fellows in Public Affairs of <br />Northern California. Ratna Amin, Adam Byrnes and Abbie Conlee made their <br />presentation. (PowerPoint presentation on file.) Conclusions made were that <br />Redwood City development fees are low; that reasonable new fees will not deter <br />new development; and that reasonable fee increases will not deter development. <br />Recommendations made were to study development fees more extensively; to <br />review and update fees regularly; to develop a Master Fee Schedule; and to <br />continue inter - departmental dialogue. <br />Council Members acknowledged the Coro Fellows and staff for the quality of the <br />study and accomplishing it in such a short timeframe. Council Members asked <br />various questions of the Coro Fellows. <br />Recommendation: <br />Council commented on the Development Fee Study completed by the Coro <br />Fellows in Public Affairs. <br />B. Courthouse Facade Reconstruction and Plaza Project ( "Project) -- Approval of <br />Resolution Concerning Environmental Review and Agreement with San Mateo <br />County <br />Community Development Director Patterson stated that the three items on the <br />agenda will nearly complete all necessary approvals to move forward on the <br />courthouse restoration and creation of the plaza. He explained the Environmental <br />Impact Report (EIR) and statement of overriding considerations. <br />Vice Mayor Pierce summarized the steps of the process that began with the <br />discussion of taking down the annex and creating a plaza in front of the building <br />after being brought to the Council's attention from some community and business <br />members.
