EXHIBIT "A" <br /> <br />SCOPE OF WORK <br /> <br />Task 1 - Review Site Plans and Previously Collected Data <br />The FEIR summarized the known information on the site regarding <br />the presence of toxic compounds. Since certification of the FEIR, <br />additional studies have been reported by the project applicant's <br />consultant. The FEIR and subsequent studies report that several <br />pollutant substances with potential health implications are present in <br />the leachate, soils, soil gases, and ambient air at the site and/or in <br />the immediate vicinity of the site. At the time the FEIR was <br />prepared, the project applicant had not provided sufficient <br />information regarding the site plan or how the site preparation <br />and/or construction activities might affect the integrity of the landfill <br />cap. Therefore, it was decided that preparation of a health risk <br />assessment at that time would necessarily involve too many <br />speculative (and argumentative) assumptions, thereby limiting both <br />the defensibility of the study and its value to decision makers <br />reviewing the project. The principal information lacking included site <br />design (that might indicate a pathway by which subsurface gases <br />would enter a building or exterior area), and the content and <br />concentration of the gases to which people could be exposed. Similar <br />pathway and exposure information was also lacking for the leachate <br />and soils. <br /> In this task, the consultant is to review the site plan, other project <br /> information provided by the applicant, and the studies conducted to <br /> date on the site. The need for additional information necessary to <br /> conduct the health risk assessment shall be determined. The product <br /> of this task will be a memorandum to the City, describing the <br /> consultant's assessment of the adequacy of the available information <br /> and itemizing the need for specific additional information. <br /> <br /> Task 2- Prepare Detailed Work Program <br /> The need for additional health risk assessment studies to be <br /> conducted within the CEQA process was specifically requested by the <br /> San Mateo County Health Department.
