also commented that other regulatory agencies should have had <br />more input and review of the FEIR. Due to the controversial nature of <br />the proposed project and its potential health effects, it is forseeable <br />that the City Council will seek considerable guidance from other <br />regulatory agencies with knowledge of health risk assessment <br />practices. It is therefore imperative that federal,' state, and local <br />agencies with expertise in health risk assessments be involved in the <br />development and review of the studies conducted for this project. <br />Such a review is to be initiated through the development of a work <br />program. <br /> In this task, the consultant is to prepare a detailed draft work <br /> program for the health risk assessment. The work program is to be <br /> consistent with state-of-the-art health risk assessment practice, and <br /> is to explicitly address all reasonable issues related to potential <br /> health risks at the site. It should clearly explain all assumptions, data <br /> sources, methods to be used in the assessment and should explain <br /> how the significance of health risk will be determined for the site <br /> and project. All plausible exposure pathways should be discussed, <br /> and reasons should be presented for including or excluding each <br /> pathway from the health risk assessment. The work program should <br /> be comprehensive and should evaluate risks to residents of the <br /> proposed housing developments, workers at the proposed <br /> comercial/R & D development, construction workers building the <br /> project, and off-site residents. <br /> <br /> Task 3 - Work Pro,ram Review <br /> The consultant shall submit the draft work program to the City for <br /> review and comment and will revise the draft as necessary. The <br /> consultant shall then assist the City by distributing the work <br /> program to regulatory agencies, such as the County Health <br /> Department, Bay Area Air Quality Management District, California Air <br /> Resources Board, Regional Water Quality Control Board, U.S. <br /> Environmental Protection Agency, California Department of Health <br /> Services, and others, as appropriate. The consultant shall work with <br /> the City to solicit the cooperation of agency management and staff to <br /> foster a thorough but timely review of the work program. When <br /> agency comments are received, the consultant shall meet with the <br /> City staff to discuss the applicability of the comments. The consultant <br /> shall then revise the work as directed by the City.
