that may eventually review the completed health risk assessment. <br />Therefore, the consultant shall assist the City by resubmiting the <br />revised work program to the review agencies to obtain their <br />concurrence. The City will request a written statement of <br />concurrence from each review agency, but will not hold the <br />consultant responsible for lack of agency response to such requests. <br />Following review by regulatory agencies, the work program will be <br />submitted for review and acceptance by the City Planning <br />Commission and/or City Council. The consultant shall be responsible <br />for presenting and discussing the work program at hearings and <br />meetings with the above-mentioned agencies, and the City Planning <br />Commission and Council. <br /> <br />The presentation to the City Planning Commission and Council is to <br />include discussion of what the health risk assessment will address <br />and how the results will be documented and presented to decision <br />makers. This project is the first introduction of a risk assessment to <br />these local officials, and they will eventually be basing approval or <br />denial of the project partly on their understanding of the results of <br />these studies. They will seek an .understanding of what the <br />quantitative conclusions of a health risk assessment mean, and what <br />level of risk might be acceptable. The consultant is to discuss these <br />topics, and discuss whether achievement of "zero risk" is possible, <br />given the specific design of the project and the nature of health risk <br />assessment calculations and conclusions. <br /> <br /> It should be noted that the City Council, in upholding the certification <br /> of the FEIR and requiring a supplementary CEQA document, <br /> purposefully included language that allows the document to also <br /> include evaluation of non-health related issues. These meetings, as <br /> well as input from City staff, should be used to determine any other <br /> environmental issues to be addressed by the consultant in the CEQA <br /> document that were not addressed in the certified FEIR. These issues <br /> might arise due to new information brought forth by the project <br /> applicant in their submittal of the specific site plan. If these meetings <br /> should significantly change the scope of work of the required studies, <br /> the consultant should describe such changes and formally request <br /> any necessary adjustment of the schedule and/or budget. <br /> <br /> Page 3 of 6 <br /> <br /> <br />
