agencies, and shall inorporate necessary comments and changes as <br />appropriate, under the direction of the City. The consultant shall <br />assist the City by resubmitting the revised health risk assessment to <br />the review agencies to obtain their concurrence. As for the work <br />program, the City will request a written statement of concurrence <br />from each agency, but will not hold the consultant responsible for <br />lack of agency response to this request. <br /> <br />Task 7 - Complete the CEQA Process <br /> <br /> The consultant shall prepare a supplementary CEQA document under <br /> the guidance of City staff that incorporates the conclusions of the <br /> health risk assessment, and addresses any other environmental <br /> issues identified since certification of the FEIR. <br /> <br /> The type of CEQA document appropriate to this phase of the project <br /> has been a subject of debate by the City Council and City staff. The <br /> City will determine the type of document to be prepared (e.g., <br /> supplementary EIR, subsequent EIR, addendum to the existing EIR, <br /> tiered EIR, etc.). <br /> <br /> One of the most important conclusions of the health risk assessment <br /> and CEQA document will be the determination of residual risk <br /> following the application of mitigation measures for the project. The <br /> FEIR has identified conceptual types of mitigation measures that <br /> have been effective at containing or removing landfill derived vapors <br /> and gases at other sites. It is expected that the project applicant will <br /> incorporate these mitigation measure recommendations into their <br /> specific plans as appropriate. The consultant will be responsible for <br /> determining the effectiveness of these mitigation design measures <br /> and identifying in the CEQA document any additional, specific <br /> measures needed to reduce health risks to an acceptable and <br /> reasonable level. <br /> <br /> Task 8 - Public Review, Comment, and Certification <br /> <br /> The consultant will be responsible for delivering 20 copies of the <br /> draft CEQA document to City staff, who will distribute it for public <br /> and agency review. It is anticipated that _3__ public hearings will be <br /> held which the consultant shall attend and participate in.
