<br />City of Redwood City Tr <br /> <br />. Mitigation Fee Study-Phase II <br />Proposal-January 11,1999 <br /> <br />Typical utilities would include, but not be limited to, high-risk utilities (including gas mains), major <br />water lines, and overhead power lines. <br /> <br />VI.2 Mapping <br /> <br />We will use aerial photo base maps (scale to be detennined) for the development of the concepts and <br />preliminary plans. Both hard copy and CADD digital drawings will be provided to the City for <br />reVIew. <br /> <br />VI.3 Concept Plan Development and Cost Estimates <br /> <br />We will prepare concept plans of the proposed improvements on the aerial base maps. The <br />consultant team will review opportunities for phased development of the proposed improvements. <br />Phase development would include lane additions, right of way requirements, traffic impacts, <br />environmental impacts, cost, and the coordination with other projects and improvements. For <br />Caltrans facilities (if applicable), exceptions to standard design will be identified. Any exceptions <br />to standards, including maintaining existing non-standard features within the limits of improvements, <br />will require additional study or documentation. Fact sheets for exceptions to standards (mandatory <br />or advisory) are not anticipated for this project. However, the identification of non-standard design <br />features that Caltrans is likely to approve will be based on realistic assumptions from similar <br />projects. <br /> <br />We will prepare cost estimates and summarize the cost estimates in a City approved computer <br />tabular fonn for comparison. The summary will include construction, utility relocation and right of <br />way costs. Cost estimates will be prepared in confonnance with City and Caltrans requirements. Our <br />proposed methodology for cost estimating is based on the method developed by the Alameda County <br />Transportation Authority (ACTA) cost estimating guide. <br /> <br />We will provide estimate criteria, summary and details that include written scope of work, a listing <br />of the sketches and documents that fonn the estimate, explanations of any deviations from the guide <br />pricing and discussion of assumptions made. <br /> <br />Task VII. Fee Formulation <br /> <br />This task takes the cost of the finalized list of capital improvements and distributes/allocates the cost <br />to the various land use categories making up Redwood City's growth. This task perfonns the <br />reasonable relationship tests that ensure confonnance with GC 66000, and determines whether a <br />single unifonn citywide fee or a zone-based fee is justified. <br /> <br />VII.I Calculate Fee <br /> <br />We will finalize the list of land use categories for which fees will be developed. This task entails <br />converting land use projections to Dwelling Unit Equivalents (DUEs) and calculating a fee based <br />on a cost per trip assigned to the various land uses adjusted for pass-by, diverted and trip length as <br />applicable to each specific type of land use. <br /> <br />Fehr & Peers Associates.
