<br />City of Redwood City Trc <br /> <br />Mitigation Fee Study-Phase II <br />Proposal-January]], 1999 <br /> <br />Task X. Ordinance Implementation <br /> <br />The team will assist City Attorney and staff in preparing the language for the fee ordinance and <br />provide model examples of fee ordinances from other communities. <br /> <br />Task XI. Documentation and Meetings <br /> <br />In addition to the memorandums and working papers, the team will document the fee study in three <br />separate documents; Administrative Draft, Draft and Final reports. Key members of the team will <br />respond to comments on each version of the report and incorporate responses in subsequent versions. <br /> <br />The key team members will attend four meetings with staff, two workshops with the City Council <br />and stakeholders, and attend one public hearing for adoption of the fee. <br /> <br />List of Deliverables <br /> <br />The following is a list of deliverables the team will provide to the City throughout this study: <br /> <br />. Refined scope of work <br />. Policy framework memorandum <br />. Land use memorandum <br />. Traffic analysis/mitigation working paper (preliminary and final list of capital improvements) <br />. Cost estimate memorandum <br />. Aerial base maps of improvements <br />. Concept plans and preliminary cost estimates <br />. Preliminary fee memorandum <br />. Fee methodology and preliminary fee calculation memorandum <br />. Tracking database memorandum and database products <br />. Ordinance language memorandum <br />. Administrative Draft Fee Study, Draft and Final Fee Study Report <br /> <br />III. SCHEDULE <br /> <br />The attached Figure 1 illustrates our proposed schedule for meeting the deadline to adopt the fee <br />ordinance. The team strongly believes the study can be completed in slightly over a three-month <br />timeframe. The attached schedule is our estimate of the reasonable amount of time each task will <br />take including some flexibility for unknowns. Many of the tasks are sequential and cannot overlap. <br />Certain tasks may not take as long as estimated, thus accelerating the schedule. While the technical <br />aspects of the fee study are completely within our control, there is the potential for controversy that <br />could lengthen the adoption schedule. <br /> <br />Key milestones in the schedule result in progressive documents and workshops to ensure "buy-in" <br />throughout the process.
