<br />EXHIBIT A <br /> <br />City of Redwood City Traff1ç Mitigation Fee Study-Phase II <br />Proposal-January 11, 1999 <br /> <br />I. <br /> <br />EXECUTIVE SUMMARY <br /> <br />General Approach to the Traffic Mitigation Fee Study <br /> <br />. <br /> <br />Support recent changes and clarifications in the law affecting traffic mitigation and related fees <br />and ensure consistency with the requirements of GC 66000 <br />Establish and lead two stakeholder workshops to ensure buy-in of the program <br />Develop land use growth and traffic projections for Redwood City <br />Forecast traffic impacts and capital improvements needed to mitigate growth <br />Coordinate citywide improvement needs and funding with those of the region <br />Estimate capital improvement costs, sources of funds, and required proceeds of the fee <br />Develop the nexus-based formulae for allocating costs to individual land use types <br />Focus on improvements that provide citywide benefit, evaluate justification for adopting a . <br />uniform citywide vs. zone based fee, and keeping the distinction between City fees and regional <br />or county fees. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />Our general approach is to establish a baseline condition, identify existing deficiencies, analyze land <br />use assumptions, traffic analysis and mitigation, and calculate the fee for various land use categories. <br />Concurrent with the land use, traffic analysis and mitigation, the team will engage in discussions <br />with the City about recent legal history and state-of-the-practice methodologies to assure that the <br />City is comfortable with the legal defensibility of the fee system. <br /> <br />General Approach to Engineering and Cost Estimating <br /> <br />The general approach to base mapping, preliminary drawings and order of magnitude cost estimates <br />for traffic mitigation projects is to work interactively between the team and City staff. The team will <br />develop preliminary plans based on the work already accomplished to date including work by our <br />team on the Route 84 Extension Project and the Woodside Road Widening Project and <br />improvements developed in the study. The team will prepare concept plans of the improvements, <br />taking into consideration available right of way, potential environmental concerns and impacts to <br />existing facilities such as utilities and public improvements. <br /> <br />The team will prepare cost estimates and summarize in a City approved computer tabular form for <br />comparison. The summary will include construction, utility relocation and right of way costs. Cost <br />estimates will be prepared in conformance with City and Caltrans requirements. Our proposed <br />methodology for cost estimating is based on the method developed by the Alameda County <br />Transportation Authority (ACTA) cost estimating guide. <br /> <br />Key Program Features <br /> <br />The Fehr & Peers Associates team presents a number of unique benefits to Redwood City. Clearly, <br />the City's objective in undertaking this project is to develop a defendable and effective traffic <br />mitigation fee ordinance in an expeditious timeframe utilizing an array of experienced professionals <br />in the most cost-effective manner.
